Foss tho men now do lighting us griovo to add that of hu morous poetry the dialect kind is usual ly tho most evanescent. It is impossi ble for tho spirit of one ago to bo repro duced in tho nest, and ho who is not in tho spirit misses tho subtlety of tho humor. It is only tho very finest that will oven bear transplanting, for in an other country the jokes must bo ex plained, and humor that requires foot notes is dead already. So, incredible as it may seem, this poem nn "English man can appreciate little more than tho labored jokes in Punch amuse us. Mr. Riloy is but thirty-nmo years old, yet ho has been a poet of local note for twonty years and of national fame nearly as loug. Ho got ,liia experience early, and got it fresh from man arid nature. Poo, which went tho rounds as a newly discovered produc tion of that poet, and deceived as cute n eritic as William Cullen Bryant. It was in 1873-0 that Ills pieaca iiegan to at tract attention in tho papers, iand he has since 16S0 been recognized as the lead ing dialect poet-of tho country. Mr. S. W. Foss, The Yankee Blado man, as ho is colled, is admUtedly the foremost rival of Sir. Itiley in theJine of dialect poetry. His biography -is as yet brief. He was l)orn in Candia, N. H., Juno 10, 1858, nnd -was graduated from Brown university in 18!fi, stand ing, as ho says, "verytiear the end ot the class." He was nleo class poet. While editing tho Lynn Mass.) Union ihe-was compelled to get up a hnmorous column in a great hurry one day, and to his as tonishment, ns much as any other man's, it "took." Ho became editor .of The Yankeo Blado in 1687. 8. W. FOSS. nis poetry is best described as serio comic, but it goes. Tho Teader must not consider his "Sebastian Moroy's Poem" as in any senso his own experi ence. Hut they, with their durncd printed slips, "re spectfully declined It." There is a ring of Hosca Bigelow and Bird o' Freedom Sawin in this, and in Mr. Foss' most humorous poetry thero is n marked tendency to tho uso of long words terminating long lines, which combines the subllmo and ridiculous in n stylo irresistibly funny. Riley and Foss tho dialect poets of the day moro than sustain our national reputa tion in that lino. THE POET LAUREATE. An Offleo Which Ilns llcrn Held by All Sorts i f Ithymsters. All American readers of Tennyson know that ho was poot laureate, and that Premier Gladstono will probably namo his successor, but for tho most part thoy havo very hazy ideas of what a poet laureato is. Nor is it easy to ox plain it, becauso tho laureateship is so many kinds of an institution. First of all, it is a hugo joke. Great poets havo held it, it is truo, but as lau reates they havo dono their poorest work, whilo tho worst poets in like cases havo succeeded in sinking far below them selves. In short much of tho laureate poetry, as tho western phraso goes, is so bad that it is gorfd. When a lot of choico spirits assemble and some ono says in effect, "Go to, let us bo funny," thero is usually a very dull half hour to follow. So when the poet feels that oil tho world is looking to him for something sublime, just fitted to tho case, ho is dumb. In its beginning tho position.was made glorious by Ben Jonron, Davenant and Dryden. Later it has again been mado glorious by Southey, Wordsworth and Tennyson. Tho interval was filled by middling poets, or even worse. There is a tradition that when Petrarch received at Rome the crown of bays Edward III at onco bestowed like honors on Chau cer, with certain perquisites of money nnd wino; also that his successors wero John Scogan, John Kay, Andrew Ber nard, John Skelton, Edmund Sponsor and Michael Drayton. Historically, however, tho offico'began In 1010, when James I bestowed it on Ben Jonson, with an annual salary of 100 marks. Charles I, on March G, 1037, reappointed Ben, with a salary of 100 instead of marks, and made -the office continuous.
