Dogs Decreed to Death by a More Systematic. Equally Fatal, but Less Hazardous Method. A Bpecial meeting of the city council was held last night to complete busi ness left over from the last regular meeting and two adjourned sessions The contract with Tub Arizona Ee publican as the official paper, was taken up and signed. The matter of the city health officer was considered next. At the last meet ing a letter was received from Dr. hleiiB declining the appointment. The communication was formally received last night and Alderman Moss pre sented the name of Dr. A. M. Tuttle as city physician. His choice was unani mous. A delegation of business men from First avenue appeared and presented a complaint against the recent enforce ment ot the anti-hitching ordinance. They were given permission to put up hitching posts in front of their places of business. TTe next complaint was of a serious character and was based on two street incidents yesterday. An officer had shot ana killed a dog on the principal thoroughfare of the city and later had taken two misdirected shots at another. A feeling of unrest prevailed. The in tention of the officer was all right and the slaughter of the dogs is commenda ble. But there was of tense of uneasi ness. What if sometime a man, woman or child should happen to. be within range of his inaccurate aim? Death in any form is terrible, death by shooting perhaps less so than death by hydropho bia but persons nervous about firearms preferred the remote chance of being bitten by a mad dog to the more proba ble contingency of being accidentally potted. The council therefore decreed that the dog shooter must go; that after three days' grace in which persons hav ing dogs worth saving might take steps toward their annual salvation, a man should go around and gather up all unregenerate dogs and take them off to some quiet, cool, sequestered spot and destroy them without ostentation, mercy or danger to the lives or limbs of citizens. A J. Porterie was nominated by Al derman Lewis for police court inter preter. Recorder Scbwariz objected to the confirmation on the ground that the appointment of an interpreter was one of his prerogatives. Mr. Porterie, who was present, desired that his name be withdrawn. The city attorney was directed to prepare an ordinance pro viding for the appointment of this of ficial. The New Constable. The board of supervisors yesterday selected Sam W. Bayley as constable of Phoenix precinct to fill the vacancy caused by the resignation of- Andrew Kirkpatrick, more than a month ago. There were four applicants for the place, Capt. Hy McDonald, J.F. Briegs, Democrats, and J. A. Porterie and Mr. Bayley, Republicans. Capt. McDonald withdrew his petition yesterday morn ing.
