At the late session, says the Youth's
-Companion, congress added twomonths
to the yearly term of employment of
the men in the life-saving service who
are stationed along the Atlantic and
gulf coasts; and hereafter the men at
these stations will be on duty from the
1st of each August to the 1st of the
next June, instead of from September
to May, as was formerly the case.
This step was taken for the reason
that, as a general rule, destructive sea
storms are not apprehended in summer,
in the regions named some of the most
furious gales occurring in the months
of May and August. On the New Eng
land coast, in particular, the "August
gales" are expected annually and are
greatly feared.
The life-saving service belongs to
the treasury department. Its officers
and men are nearly all practical sea
men; all are of mature age, and all are
picked men, fitted by exceptional
physique and by mental and moral
qualities for the business of saving
lives from vessels wrecked in storms.
Great care is exercised in ehoosing
them, and the service has been kept so
free from political influence that no sus
picion of partisanship has ever at
tached to it.
The stations of the service are placed
in exposed situations where wrecks are
most likely to occur. For this reason
they are scattered very unevenly over
our coasts.
In 1893 there were only twelve sta
tions on the entire Pacific coast and
there were two on the little island of
Nantucket. On the Atlantic and Gulf
coast there were one hundred and
eighty, and there were fifty on the
shores of the great lakes; while there is
one on an interior river at the falls of
the Ohio, near Louisville.
Each station consists of a little house
where the men live and a boat-house
where the surf-boats are kept. The
men are constantly exercised in the
handling and launching of these boats.
They must patrol the beach for long
distances in storms, and they lead any
thing but an idle life.
Under the new arrangement for ten
months of service a year, the surfmen
are to receive sixty dollars a month
each, and out of this sum they must
feed themselves. They lead lives of
isolation and often of hardship, and are
expected in an emergency to show, and
always have shown, the highest quali
ties of heroism.
Since the service was established in
1871, it has rescued from wrecked ves
sels more than ten thousand persons,
and saved ninety millions of dollars'
worth of property. All this good is
done at an expense to the government
of little more than a million and a
quarter dollars a year but an insig
nificant fraction of the amount which
the government yearly pays for appli
ances intended to destroy life in war
fare. The life-saving service is one of the
branches of the government in the sup
port of which all men and parties may
cooperate without substantial disa
greement. Not only is direct good
done by it in the saving of life and
property, but indirect good, of impor
tance in the building up of character,
by the cultivation of heroism and self
sacrifice through the example of the
deeds done every year by these brave
surfmen.
The service is still inadequate. Many
points on the coasts of our oceans and
great lakes are unguarded where
wrecks are likely to occur. But in its
present state the life-saving service is
a brilliant example to other peoples.
He Was Too Easy.
Chief-Justice Eichardson, of New
Hampshire, was ready to abandon one
of his own rT.i!,.T,,. if cryiraent had
convinced him that it was not tenable
a readiness not relished by some
lawyers. That great lawyer, Jere
miah Mason, was once pressing a point
on the judge with his usual force.
"Brother Mason," said the judge, "the
impression of the court is in your fa
vor," "Yes," retorted Mason, "but I
want your honor to stick"

Phoenix. Ariz., has filed notice of intention to
make final proof before the Clerk of the District
Court at his office in Phoenix, Ariz., on Friday,
the 16th day November, 1894, on timber culture
application No. 982, for the northeast quarter
of section No. 19, in Township No. 2 north,
Eange No. 2 east.
He names as witnesses Henry H. Wilkey,
Daniel F. Wilkey, Alfred M. Jones and Samuel
S. Green, all of phoenix, Ariz.

Ordinance No. 177.
An ordinance entitled an ordinance for the
purpose of improving Washington Btreet on
both sides thereof between Second avenue and
Third avenue and Fifth avenue and Sixth
avenue in the city of Phoenix,
Whereas: Petitions have oeen filed with the
city recorder and the city council of the city of
Phoenix, signed by a majority of the owners of
the lineal frontage on both Bides of Washington
street in the city of Phoenix, between Second
and Third avenues and Fifth and Sixth avenues,
asking that said both sides of Washington street
between said Second and Third avenues and
Fifth and 8ixth avenues, be improved by
the laying of a cement sidewalk, not less than
six feet in width where not already so done,
along the said frontage.
Now. therefore, the common council of Phoe
nix do ordain as follows:
Section I That there be and hereby is or
dered to be constructed by special taxation of
contiguous property on both sides of Washing
ton street between Second and Third avenues
in the city of Phoenix, Maricopa County, Ter
ritory of Arizona, an artificial stone or cement
sidevalk not less than (6) six feet in width
where not already done along tne ironiage
above described.
Section II That there be and hereby is or
dered to be constructed bj special taxation of
contiguous property on both sides' of Washing
ton street between Fifth and Sixth avenues in
the nitv of Phoenix. Maricopa County, Terri
tory of Arizona, an artificial stone or cement
sidewalk, not less than (6) six feet in width
where not already done along the frontage
above described.
Section III Said artificial stone or cement
sidewalk shall be constructed in accordance
with the plans ana specifications for such here
tofore on the 6th dav of August, 1894, by the
common council of. Phoenix approvid and
ailnDted. Said walks to be laid so that the out
side edge shall be (10) ten feet irom the property
linp.
Section IV This ordinance shall take effect
and be in force from and after its passage ana
