From some unknown Bourne Phoenix was deluged yesterday with copies of the New York Timtf containing an article of several columns purporting to be an argument against statehood. Utah are held up as a horrible ex ample of territorial depravity. Not a word is said about Utah's wealth or want of wealth, her sufficient or in sufficient population, her resources or the absence of them. In short the long drawn protest against statehood was silent concerning those things upon which claims to statehood are founded. The head and front of Utah's offending hath this extent, no more; it is the abiding place of George Q. Cannon, a traitor to Democracy, who is charged with having betrayed the territory, on the threshold of statehood, into the hands of the Republicans. This is a striking instance of the ar gumentum ad hominem. But there is no other adverse argument to be brought up in the case against Utah. It cannot be said that her late conversion to Republicanism should be held to be a disqualification for state hood. With eqnal propriety might it be declared that Missouri, Kentucky and Tennessee had forfeited their rights to places in the sisterhood of states and that Louisiana and Texas had so conducted themselves at the late election as to bring them within range of suspicion for unfitness. Utah just joined the grand procession, that is all. We do not think that Mr. Cannon's treachery was responsible for her change of political complexion, but if so, the state of Utah now and in posterity should bless the traitor. The Republican yesterday had an account of an accidental meeting last Sunday night between Tucson and Maricopa of two old acquaintances, Governor Sheakley, of Alaska, and Governor Hughes, of Arizona. Both gentlemen performed valuable service in the Chicago convention three years ago for Mr. Cleveland. Both were sat isfactorily rewarded. One was given the coldest post in Mr. Cleveland's do minions, and the other received the warmest. Only the wide difference of temperature spoils a coincidence. The gold bcg papers of the east are howling with ' derision because Hon. Frank Cannon, delegate elect to con aress from Utah at Chicago on the an niversary celebration of the birthday of Lincoln, responded to the toast "Honest Money," with a powerful and eloquent speech favoring the free and unlimited coinage of silver.i The Massachusetts house of repre sentatives has passed a Mil, 190 to 2, forbidding the display of foreign flags upon public buildings. . The debate de veloped some bitterness, but as will be seen, the final vote was- almost unani mous in favor of the bill. A problem of the New York commis sioners of education is what to do for play-grounds. They Are contemplating establishing roof gardens for places of recreation. A gymnasium instruction will also replace some of the studies now taught. The plea of the Brooklyn strikers for work is pitiful. Bow that Trolley Magnate Lewis has won the fight with the aid of the state militia be can afford to be a reasonable man. This is no time to wear the airs of an autocrat. It takes six months to get a divorce in South Dakota now. An applicant must be a three months' resident before action is commenced, and three months more are required before a decree can be granted. The Chinese defense of the strong hold of Weihaiwei has been the most stubbornly contested in the eastern war, but it has been unavailing before the resistless energy of the Japanese invaders. The recent uprising in Hawaii has led to a more loyal support of the gov ernment by many who were formerly royalist sympathizers. A petition six miles long has been prepared for the president by the W. C. T. U. Wonder how he finds time to do so much readine. The people of Brooklyn are said not to be patronizing the trolley companies very well, out of sympathy with the working people. NAPOLEON'S GRAND REVIEWS. The Last Was at the Beginning of the Hundred Days' Campaign. It -was customary with Napoleon to review his troops frequently even in time of peace, and always before a great battle. These events sometimes assumed the name of "grand reviews," and were held in the public squares of Paris. The last of these, says the Chi cago Herald, was on the 20th of March, 1815, in the Place du Carrousel, on the anniversary of the birth of the king of Rome, and included all the troops then in Paris. It was the beginning of the famous "hundred days" of Napoleon. The emperor having passed through every rank, the regiments formed them selves into square battalions, and were addressed in these words: "Soldiers, I returned to France with only twelve hundred men, because I relied upon the love of the people and the remem brance of me cherished by the veteran troops. I have not been deceived in my expectations; I thank you soldiers. The glory of all that is achieved is en tirely due to the people and yourselves My only merit consists in having justly appreciated you. We are on the point of marching to drive from our territory the auxiliaries of foreign princes; the nation will no doubt second our en deavors and follow our impulse. The French people and myself rely upon you. We will not meddle with the af fairs of other nations, but woe be to those who interfere with us. If they have six hundred thousand men we can oppose them with two million." During the whole of the address, which was somewhat extended, the en thusiasm of the soldiers was every where apparent, and at its conclusion their expressions of approbation were reiterated for several minutes. Just as the review terminated, a lady, very elegantly dressed, made her way toward the emperor, bearing a sealed package ,in her hands which she pre sented to him, requesting that it might not be opened until his return to the palace. A case in mind happened at Manches ter, England, in August, 1C-SS, when the bolt was distinctly seen to strike the base of a large cast-iron chimney, and then to take an upward iilnnt, burning a crooked river in the mettil from the point of contact to the top, where it es caped into the atmosphere and ex ploded in the manner of an immense fire ball. At Monticello, la., on June 21, 183?,, a tree near the residence of G. II. George was struck by a lightning flash and torn in a manner which clearly indi cated that the current had passed up ward from the earth. The director of the Iowa weather service corps says , that while upward lightning strokes are reckoned as Ireaks and phenomena by the laymen, they are not of infrequent occurrence, and have often been reported by me teorological observers. In one or two of the Samoan islands and at several places on the Indian ocean coast of Africa the upward stroke is said to be the rule and the down ward the exception. The U. S.
