There Is a curious Instance of the Involved son'tence In a section of article 4 of the bill providing a j "EXCEPT municipal government! THE. MAYOR tJr the cities and towns AND AL- of Arizona, hotter DERMEN." known as the Phoenix charter, it I ns fal lows: "The city council may, by or dinance, -establish the compensation of nil officers of raid city and provide for theJr removal from crllce In case they receive or retain other or greater fees than so paid or fixed by th? corpora tion for their services, except the of fices of the mayo and aldermen." If this clause means what It may be con strued to mean ami the charter should over become of force, the other olll ccr. than the mayor and aldermen, -would naturally complain becaus? it'hey had not been "let In on" 'the oppor tunity to accept' bribes and extra com penT.itlon, emoluments and perquisites. The s?ct!on, however, does not mean that, but while the purpose of It Is ap- parent, It would be difficult, If not quite Impossible, to prove the meaning by the language. What Is Intended to bo conveyed by the exemption In favor of the inaybr and aldermen 'Is the Ir relevant fact that the ccuncH, cannot fix their compensation, for utiat Is al ready dono by thu charter. They wight, therefore, with propilety and j In the Interest c t c Icarnem have been left out of the section altogether: be- side, the contingency of their malfeas ance or mlsfensanre is covered In an o her sect-Ion of the charter. The construction thnt the array of words naturally sui.-gests would never be made in u court In cise the mayor or any of the aldermen were on trial fur brlb?ry, yet the purpoas of the section would b? equally well served If It weie 8ft forth In a more luminous style. "Dr." It. 0. Flower, the promoter or exploiter of the Arizona Eastern and Montana, has b.ecn In DR. tervlewed In El Paso FLOWER regarding the New York AND HIS liewrpnpir talk of which ENEMIES. he wus lately made the Ktibjwrt, In connection Willi ins suck veiling upenman. in , "doctor" uKTIbutcs all tins adverse ' publication to 'his ensmles. That Is i not an unreasoruu.e meory. ms ineimj , crrtalnly would not liave played liiat kind of a Joke on him. It was not un natural ihat holder? of Arizona Eastern and Montana slmuld feel "sore on" whoever had loaded them up or down with it and pei4hap3 their sentiment of coldness toward the "doctor" amounted almost ,to enmity. Putting this and that together we believe that the "doctor's" surmise Is worth ccji slderlng; Kills thing may have been done by his t-n-mJea. The. doctor fur ther stated In the Interview that In selling (ht flock he was acting In the line of his duty. Alas! how often it happens that our duty comiiels us to lilt the wicked with pain. The doc tor Is shortly going back to1 New York, sf-ttle up the matter and reorganize the company. The reorganization of the company ought not to be a very dltlicult matter. If our memory serves us. It was the opinion of .the stack holders thai the "doctor" was thu company. The stockholders wll no doubt do anything they can to help him In the work of reorganlzatl' n, provided their assistance does not In volve the arqulrlng of more slock, of which, he says, he has a considerable block on hand. Not long ago The Republican, com menting on a charge made In connec tion with the Iloi.cs In-PAI'PER- vestlgatlon that the ISM" AT "fag" system was In op- WEST cratlon among the ca- POlNT. dels at the national mil itary academy, observed that une thing to be said In favor of the fag system wus Its leveling tendency, the obliteration of class distinctions, for we have them here notwithstanding all men are born equal In the United States, though nowhere elite. A reader of the New York Sun. replying to n ittvllcr who had tailed the cadets "pauper students" and "charity stu i onlF." says that they are neither: Unit the government in lis wisdom twikeit inarge -of them for fnur soars to level No Gripe, Pain" Or discomfort, no Irritation of the In testines -but ee-ntlo, prompt, thorough healthful clt'unsli!', when you take Hood's Pills riold" by all druggists. 25 cents them. Tne fag system Is only ruppleinentnl of thu gorcrmnvnt'ti notion to keep things en the level nt West Point. 11 Is mentioned In the letter that at one time there were two cadet at West Point, both destined to become famous. One of them, a son of an, aris tocratic house, the heir of great wealth handed down through generations, vxx to the command of greut armies. The conqueror of these, armies was the olher cadet, the pon of a tannr, whoso i ife was a struggle with poverty. This Is a historic Incident that w think would not have occurred If both had not been forced to bo "pauper stu dents." The average West Pointer, whatever his subsequent business. In life may be, for many do not go Into the army, Is much more ucccssful ond enjoys a greater degree of the respect of his community than the averages graduate from Yale or Harvard, where th6re Is no leveling, where there is a height of aristocracy and a dv'Pth of poverty. It looks as though tho most effective, ami certainly the most original, means of discouraging the kid NEW P!,AN TO HEAD OFF KID NAPERS. naping Industry haj been devised by a citi zen of St. Louis. ThN gentleman, who is nu olltcer of one of the courts of that city, recently received an anonymous note directing him to have JoO.OOO In. o i-eitnin pluce by a given time, and notifying him that '.f he failed to do so his young son would be abducted, never to return. The man upon whom this demand was made either did not have the money with hlin .it the time or felt that he could tr. conveniently spare It. Instead, therefore, r t yielding to the lrcat( ,, nollaei the once of the matter and announce! he would pay a reward of $500 to anybody who kid- naped hu ,)c,y, ,, Iext glt.p waa to arm his son with several. large and os tentatious revolver', with instructions to use them freely upon anybody who attempted to steal him. The young man Is consequently on :i war footing, not exactly with a chip on his shoul der, but with n trusty "gun" In each of his hlj) pockets and filled with o heiolc i csolve '.hat the kidnapers who capture hlni shall earn their mone-. Much as we may admire Its original Its', however, this method of heading o'ff the child stealers possesses certain drawbacks. It might lead to all sorts of confusion If a well meaning stranger were to stop that young man on the strew to nsk him ji'i Innocent ques tion about the llmo of day or the way to church. It Is calculated, moreover, to make persons unduly auspicious of one another, and If the boy Is Im petuous by nature he .night e-aslls be tgmpted to distribute cold lead In quarters where It wvs entirely unde served, mho St. Louis plan, therefore, while dlstlnctlely novel, borders too closely on the Kentucky plan to be come popular. Its general adoption, wlilly It might -nil the business of kidnaping, would be dreadfully dis couraging to the social spirit. Phoenix Is peculiarly situated. In re spect of delayed trains Just now. Rissffifi iiriasjSK2':c&"m.i THE PREACHER SAITH mmmsmKe jtfiETjci'aiRs "REVIVALS." At the M. E. church soiith yesterday morning Rev. R. A. Rowland preached on "Revivals," basing his remarks on Habakkuk III, 2: "O, Lord, revive Thy work." He said In part: "The liberal meaning of the word 'revive' Is 'to recover new life or vigor, to be reanimated after'a season of de pression.' Hut when wo ppeak of a levlval In relation to our church work, It Is generally understood to mean not merely a movement In which the spir itual life of the members U quick ened, or reanimated lifter a season of depression, but also a movement in which thore who are dead In trespasses and In stn receive cplrltual life and are born Into the kingdom of Ood. He would u?e the word 'revival' In Its popular seiw as Indicating tihe Im partatlon of life to those who nre spir itually dead as well as tho renewal of the life of tho?e who have been exist ing In a state of suspended animation. By a revival lie meant an effort on the part of the church wht'ch should result in the conversion of sinners and thci building up of believers on their most holy fnlth. "What are the condltilons on which a revival may be obtained? What means must b.? used In order that we mas' have such an outpouring of God' spirit ns will bring the tevlval we need? Th first essential condition of a revival Is earnest, believing, united prayer to Almighty God for: '1. The baptism of the holy ghost on His faithful servants that thes" may be clothed with pnwer for service. "2. That the careless and Indifferent may be aroused to a sense of their own condition, and that of others; and that sinners may be ennvlcted and con verted by the energy of the hols' spirit. "In order thnt we may have powvr with God In prayer and prevail, we mut: "1. Intensely desire the blessing we are seiklng. "2. Relieve that God Is able and willing to grant that for which we are asking. "3. Possess perfect trust Unit He do, wntlc we are asking, grant our petition, "In view of thu meeting they w-ere about to hoM, an Important question each one ought to ash himself, or her self. Is 'HVj.v may I luCp to promote a revival?' Wc may help: "I. Hy Intense personal secratlon to God for service. "2. Uy attending nil the uervtfces un 1cm we have a reaoon which we smill not be nihamed to give to the Lord .J cuis Christ nt the day of Judgment. "3. Ry Inviting i-ll we rosfCbly can to attend the pervlcoR. "4. Converse with sinners about their palvatlon. , "3. Kindly and sympathetically urg-1 the other membprs of the church to do tilelr duls'. "The mectiing was to be conducted by Dr. Carradlnl. His methods might be different to theirs, or any they had men. The'r objtct, however, was the salvation of men, and If bs- any means known to human experience, cr that can bo ruggested by human ingenults. dinners could be brought Into personal, raving contnt't with the Lord Jesus ChtCst, he would rejoice." In conclusion lie urged every member :t the church to perform their whole duts'. o A WAYSIDE CONVERSATION. Fame and Death, upon a das'. Met and chatted on tho way. Under the new system, whereby a ti ny electric light Hashes up whenever a subscriber wishes to communicate with some one, there Is far leis strain upon the operator's nerves than under the old plan, wherein the blare of bells was constantly In her cars.
