This recognition Is a compli ment to our city that our citizens fully appreciate, but they should manifest their appreciation In a tangible man ner. Nothing should be omitted to make a most perfect and pleasing recep tion. The distinguished party should go away feeling well paid In pleasuro for any Inconvenience or annoyance uif this side trip. It would be much easier to go directly to Los Angeles. r Money should be raised at once and The Republican suggests that an ap propriation of $500 by the city council nnd an equal amount by the board of supervisor, for the purpose of cleaning nnd decorating the city, would be most heartily applauded by our people. Committees should be appointed at once and great care exercised In their slectlom The mayor should act In this matter promptly, as should also the board of trade. In our onlnton n drive should be ar ranged for, not so long ns to be tire some, taking In a good alfalfa section nnd Including the Ingleslde orange grove. The city and county should send out Its sprinklers and have all an noyace irom dust removed In advance. Such a drive would prove a splendid object lesson of the value of Irrigation, more especially as considerable bleak des'ert would be passed between the nl faifa fields nnd orange groves. An ap propriate luncheon at Ingleslde could be arranged for and would be enjoyed. There is no prize of city office to which nnj? good and competent republican es pecially aspires. He accepts a nomina tion for It because he believes It his duty as a citizen to do bo. If he is elected he repolces In the triumph of his party nnd good government: If he Is defeated he feels no personal humilia tion. On the other hand, every democratic municipal convention, and all prelim inary caucuses and primaries are bit terly contentious Incidents. Every nomination Is vigorously contested nnd nil sorts of trickery are practiced for factional success. Yet a democratic nomination does not appear, ns one might suppose, equivalent to nn election, for re publican success has been more fre quent In Phoenix than democratic suc cess has been. It has been under the gen eral charge of an agent of the board of health of Hawaii, but there Is a pro posal to make It a self-governing com munity, with mayor, aldermen, Justice of the peace and other olllcers, chosen by Its own people. This will be a novel and Interesting experiment In local self government, founded upon the neces sary Isolation of rt community of vic tims of what may be called a chronic contagion. There are about t.Ine hundred lepers of both sexes In the Moloknt settlement, most of whom nre terribly disfigured by disease. The principal article of diet is jiol, made from the tnro root, which they raise themseltes, but they need other supplies. Thee nre sent to them by the board or health, which will have to continue n certain supervision If the scheme of self government Is adopted. One Irresistibly thinks of this as a jioh sible means of extinction for the un happy leper colony and of the disease upon which It Is founded. If It can bo mnde to absorb nil the victims of tho malady, and If Its ause. independent of Infection, can be eradicated, why should not leprosy In tho Sandwich Islands be a matter of one or two dwindling generations? If self governing isolation lends to extirpation there. It might be resorted to elsewhere and tho most ancient of recorded diseases might be slowly ex tinguished from tln earth.
