Filtered at the postottice at Phoenix, Arizona, as- mail matter of the second class. SUBSCRIPTION RATES. By mall, daily, one year Weekly, one year Cash in advance. BY CARRIER. Tllir- ner month. t .75 PHOENIX. ARIZONA. JAN. 7. 1902. The Denver Republican is one of the ablest advocates of the development of the irrigation industry ABT'SR OF THE WEST. along practical lines. It favors appropriations by congress for the re- clamatlon of the arid lands in all cases where appropriations can be ob tainedbut it objects to the hair brained scheme of turning the business of irrigation over to the government' that is, it opposes the idea, o surren dering the entire irrigation system of the west and the control and distribu tion of the water to department clerks who never saw an irrigation ditch. That paper has repeatedly pointed out that .many of the leaders in the na tional irrigation propaganda have been so busy calling for "appropriations" that thoy have never stopped to figure out a jrai tical system for carrying such cpproprlations into effect. Their ne bulous programme appears to be com plete control of the whole business by the- government when it is clear to every sane person that it would be im possible for national legislation to sup plant the local laws and regulations and vested rights in the various irrigated communities of the west. Our Denver cont?mporary now di rects attention to another feature of the campaign that is being carried on by the people referred to their defama tion of western people in order to give strength to their contention that tha povernmenfs clerks at Washington are alone able to settle problems which have engaged the attention of intelli gent men in the west f-r a generation. Says that paper: One of the worst features of the war fare waged by a small group of men in Washington in favor of national and i gninPt state control of irrigation is the wholesale abuse of the people and the states of the far west. Thse men have caused articles tc be published in east ern papers representing that the states and territories in the arid region can not be trustol with the control of irri gation within their own limits, and that the national government must on this account take hold. For Instance. It was represented a short time ago in an article on this sub jec t. published In New York, that J4.000 would secure a majority vote for any measure in the legislature of Arizona. With equal severity the legislature of Montana was denounced In the same article. No one can claim that the govern ments of these states are perfect. We see adequate illustration of the con trary in our own state. As an example of freakiness the present legislature of 'olorado is something to be deplored. Rut these west3rn legislatures are no worse than the legislative bodies of states In the east and the middle west, and the governments are certainly as honest as those of eastern states. However men may differ on this phase of the subject, there should be no difference in opinion concerning the greater knowledge of western legisla tures compared with congress in respect to irrigation. No one In his sober sense will say that western men are less in telligent than men of the same class in the east, and they certainly have a IS 1H ilK From many diseases. "s .1 better opportunity to study Irrigation and its methods. There is not the least doubt that they can legislate upon It in a far more intelligent way than mem bers of congress who derive all their Ideas concerning irrigation from the re ports of government agents and offi cials, the knowledge of the arid region possessed by some of whom is confined to whnt they have gleaned in the course of visits to this part of the country. It Is remarkable that it has been im possible for some of the most promi nent national irrlgationists to advocate their policy without misrepresenting the facts. Slander of our people has in jured the west Immeasurably in the eyes of the east, but the evil has not stopped there. The development of the nrid regions through construction of reservoli-s by private capital has been retarded to an Incalculable extent by the assertion, repeated, parrot-lik?, over and over again, that "water stor age by private capital won't pay." It is safe to say that not one man in a hundred of those who so glibly repeat this statement knows anything of the facts. The assertion, repeated with so much assurance, that money invested in storage enterprises never has paid and never will pay has done more to prevent the investment of capital In such projects than all other causes combined. The truth Is, the foundation for such statements is of the most flimsy char acter imaginable. In reality there have been extremely few storage enterprises inaugurated in this country, all tc-Ul. Most of these were not baaed on ac curate knowledge of the water supply. Some were not in competent hands at any stage. Ail, without exectption. w.-r? in regions the least promising, viewed in the light of present knowledge of reservoir sites, water supply and the land most available. Nearly all were projected for lands privately owned in immense areas and held at such exor bitant figures that they were not set tled and made productive In time to overcome accumulated fixed charges. No reservoirs hava bc-en constructed in recent years. Still, some of th? very enterprises uton which the over zealous shouters against private capital predicate their assertions are now pay ing handsomely. So far as the Salt River valley is con cerned, the failure to achieve storage before this time is altogether due to men who have advertised the false statement from one end of the land to the other that '"no privately owned reservoir will pay," and such men are the most dangerous enemies that lhi;J valley has today. MRS. E. B. GAGE The news of the doath of Mrs. Maria Oage, wife of Mr. E. 15. Oage, at San Francisco yesterday, will cause the mcst sincere sorrow throughout Ari zona. To a vast number of our citizens the passing away of this estimable wo man will be as a personal bereavement. so universally was she esteemed. From the early days of Tombstone, when E. E. Gage first became one of the prin cipal factors in the development of that great camp as well as the territory, down to the present, Mrs. Cage's lovely character, bright intellect and en nobling influence have created an ever widening circle of loving friends. Her devotion to the highest ideals of wo manhood, her warm hearted charity, her intellectual leadership, her queenly hospitality, will long be remembered. Phoenix, which she visited to often, and Prescott. where she lived' in later years, have never suffered such a dis tinct loss from the social circle. Her husband. Mr. E. IS. Gage, has but just emerged from a serious illness, and to him, as one of the best beloved citi zens of the territory, it is no exaggera tion to say that the hearts of all our people will go out in tender sympathy. The latest "version" of the scriptures, put forth by Chicago translators ?x . tracts from which were KEff given in these columns VERSION o short time since con NOT tinues to call out the WANTED. adverse criticism of bible students as well as lay readers. The Northwestern Chris tian Advocate handles the new work in this severe fashion: These so-called modern bibles are helpful as commentaries to the average readers, but as substitutes for the ver sion which the people are wont to ac cept as the holy scriptures no one of them has yet justified such a place. It is almost Inconceivable that men should expect some of these to be considered seriously as the bible. If such render ings are continued to lie presented to the bible-reading and bible-loving world, every man who has ability to write and may be unsatisfied with the bible or with the versions which have already appeared may produce a bible in his own language and present as good a claim for its acceptance as those which preceded It. To impress the world as a divine book the dignity of the lan guage or the bible must be maintained, and in this respect no improvement can be made upon that cf the King James version, which has ben prat tic-ally the making of the English language, ex cept in the substitution of words which may be understood in the language of today for obsolete words, and the cor rection of such renderings as the re visions of the original texts may show to have been erroneously translated. Such translations as these modern bibles can never write themselves uiion the. hearts and into the lives of people as the old version has done. Even the breaking up of the bible Into verses, while it has in some instances kept the reader from obtaining the most perfect understanding of the thought of the passages, has had its advantage in its convenience for the memorizing ot scripture. It will be well if in the re vising the scriptures the vers form should be retained, with such modifica tion as will clearly bring out the sense and yet make it easy for the reader to commit to memory those passages which, being brought oft to remem brance, have comforted and inspired them.
