The Hague, Jan. 2D. In the first
chamber of the states general today
the premier. Dr. Kuyper, replying to a
cjuestion on the subject, confirmed the
accuracy of A. J. Italfour's statement
in the British house of commons yes
terday regarding the Dutch govern
ment's offer :to help in bringing about
peace in South Africa, but the premier
added that he was prevented by
courtesy from disclosing any details
concerning the note so long as the t
British government has-not published
its contents or until a reply to it is received.

Washington, Jan. 20. An adjourned
meeting of the trustees of the Carnegie
institute was held at the state depart
ment this afternoon and a long step
was tak?n toward permanent organiza
tion and initiation of the work of the
institution. Abraham S. Hewitt of New
York called the meeting to order and
Secretary Hay was elected temporary
chairman and Charles D. Dalcott tem
porary secretary.
W. E. Dodge of New York was elected,
to the board to fill the vacancy caused
by the declination of ex-President
Cleveland, who sent a letter regretting
his inability to serve. After the roll
call Andrew Carnegie made a brief ad
dress, presenting the deed of gift. After
accepting the deed of gift the trustees
proceeded to adopt by-laws and then
elected the following officers: Chairman
of the board of trustees, Abraham S.
Hewitt: vice chairman, Dr. C. H. Bil
lings; secretary, Charles D. Walcott.
Dr. J. C Oilman, late of Johns Hopkins
university, was elected president of the
Carnegie institution. The board then
adjourned to meet tomorrow.
