The Now York Commercial of O. tn ber 20 has an exhaustive review of th copper situation In which the conclu sion is reached that the production this year will exceed that of last year by ')S million pounds. Arizona is credited with mere than one-third of this in crease. The Commercial admits that new conditions arv? constantly arising, which make it necessary to re vise former estimate?, and as it hap pens, since the article appeared the Fenyational developments in Montana have occurred If. as at this writing appears certain, no more copper is pro duced In Montana for a considerable tlm-. the total production of the coun try for the year 1903 will be affected to a marked degree. Montan.i stands first '.n the list of copper producers. The Commercial prints t. table show ing the output of copper for the last nine years, which shows an Increase of 100 per cent for the period As every body knows, the consumption of the metal has increased In even a greater percentage. Arizona Is Fceond only to Michigan In the matter of Increased production. It Is certain that Arizona. MWhUan. Utah. Wyoming. Colorado r.nd New Mexico will show material Increases, while California, Idaho and Washington will show about an aver age output. As already notcu. Mon tana is the uncertain quantity. The largest increase, the Commercial finds, will come from the Blf-bee district in this territory, the Lane mines in Michigan, and the BinghaT" district in Utah. Michigan's output this yecr H estimated at a round 200.000.orn pound.'i, uf .-.gainst P53.OOO.O0O pounds for lr.st year. The pYedlction is made that Arizona's output of 140.00 5.000 pour. (Id for 19"2 rill be exceeded by 27.000.000 pounds. While the output of the . jrreat United Verde has fs.llen off ma terially, pending the Installation of iew equipment, and the output from Globe was much less than in 19 )2, pending th i preparation of the Oldlminlon and the United Globe to start up with mod ern equipment, the new mines in the Fouthern part of the territory have tak en a prominent place in the list of sleady producers of copper. Among the new mines mentioned by the Com mercial are the Shannon a". Clifton, the Calumtt & Arizona at Bisbee, and the Black Diamond in the Dragoons. This has Just been demon strated In Indianapolis, where the re publican mayor, in a city with a nomi nal republican majority of about l.'.OO. was defeated by his democratic oi )hi nent and in part because a considerable number of republicans voted for a pro hibition candidate, not bi ln? i reputed to vote outright for a democrat. Yet they accomplished their purpose and the mayor was defeated because of the hf racier of his admiriistiutkni. The republican candidate secured a good following of democratic voters yet bo was defeated rind trie citizens ai well satisfied with the result. The mayor. It s set forth, tried to build up a personal machine with the hope jf perpetuating himself political ly. He granted free swing to the worst element of the city, find thtreby made himself obnoxious to tha decent peopl-. is'ow he has gone to defeat in the face cf a substantial republican majority under normal conditions. This Indi ana polis election involved partly local issues and it was treated accordingly. The citizens did not approve of the policy of the mayor. They set about to secure his undoing, and they succeeded. In one ward of the city where the mayor had received, nt tlie last" city election, a plurality of about one thou sand his opponent tin year received a plurality of betwet-n eighty and ninety. Tills sort of changing about is most idsrnificant, and it makes clear that the voters of In iianapoiis look !on the management of their city affairs as a business proposition and net to be con founded with national party Issues. Mr. Thomas C. Dawson, secretary of the United .States legation to Brazil, has isucd i short work upon "Th- South Ameri -an Republics-," from which theso curious facts about our mar neighbors ard allies under the Monroe doctrine are condensed. Mr. Dawson. like other observers, ob jects to the notion that all South Amer ica is rent by revolutions at frequent intervals. Argentina. Chili. Brazil and other important .states h ive passed through their troublous times and see'n as stable and tranquil as Mexico. Argentina, for instance, had her civil war a long or.e on the same issue lhat long divided our parties, the oue: tion of state's rights or federation. Argentin-i exported 4.000,000 bushels cf wheat in 1S97 and 1.0.)P. bushels In 10"0. The total exports of Argentina in 1899 were $1S5,000,000. twice as much per head as those of the United State. Argentina and Canada are the only two New World countries that surpass ours in relative foreign commerce. The settlement of South America by whites proceeded ulmoatj altogether from the Pacific side. The rebellions of the South American republics from Spain were all inspired by the success of our war cf Ubeiatioir. Thy mostly began about 1810 and were completed by 1823. Besides a record example of swift nation building In modern Argentina South America possesses the most ter rible example of the lolly of war. Ac cording to Mr. Dawson. This was the result. Since then Paraguay has grown rapidly by Immigration and by natural recovery. Chili was not no devastated by the war with Peru, but even there women run the street cars. They began doin,j so because the men were soldiering. In the ten years between 1SS0 and 1890 Uruguay grew from 40.000 inhabi tants to 700,000.
