I was a member of the first committee, I believe, which consisted of but seven members and have been a member of every succeedirg committee. I am un qualifiedly in favor of the municipal ownership of water wrrks, and I am in favor of securing for the city of Phoe nix the very best rystem of water works that can be obtained for the least money. If the present water works system can be purchased for its actual value I am in favor of buying it, otherwise I favor the construction of a new ?lant. R. H.
