Here is a little matter that may as
well be taken up now as later, for It
will necessarily receive much attention
In Arizona, this biennial political year.
It is the attitude of territorial, county
and precinct candidates toward the
statehood question.
-We are treating the subject now
from the republican point of view and
we suppose the democrats will dispose
of it from a standpoint which will, no
doubt, be the same, since there can be
no partisan difference of opinion on the
subject of statehood.
It should be insisted upon that
every man who finds a place on a
county or a precinct ticket must be an
ardent opponent of Joint statehood,
and not a hanger on the fence, much
less a friend of jointure.
We will admit that there are Ari
zonlans who honestly believe that joint
statehood would be best for the ter
ritory. We would not make that be
lief a bar to their candidacy for any
office which they might be qualified
to hold. That would be intolerance in
consistent with true Americanism, the
denial of right to freedom of opinion.
Our objection In the first place, to
the presence of a joint statehood man
on the republican ticket Is that
would weaken the ticket; he would
even defeat It. His nomination would be
useless, even suicidal. The republican
party would better leave a place on
its ticket vacant than to fill it with a
candidate who3e views against Joint
ure are not pronounced and well
known. Wc have in mind now the sit
uation in Maricopa county, but we be
lieve what we are saying will apply to
the thirteen counties.
It may be regarded as a rorcgone
conclusion that the democrats every
' where will have none but strong
anti-joint statehood candidates. They
are already Inclined to make antijoint
ure a party matter and would quickly
Co so if they could find anybody to
quarrel with about it. To put a repub
lican ticket UUo the field weighted
with one or more candidates of joint
ure predilections would be like send
ing a wooden legged colt after the
Great Futurity Stakes. The statehood
issue this year will obscure all parti
sanship and all personal popularity of
candidates.
The man on the fence will be no
more acceptable than the out and out
Joint statehood advocate. His coward
ice and indecision win even make him
less acceptable. The statehood fcnc
fs the uneasicst resting place in Ari
zona. There is another reason why Joint
statehood men or weak sisters should
not be recognized in making up tick
ets. In order that the greatest pos
sible, the most nearly unanimous senti
ment against jointure shall be brought
out, every candidate should be an ac
tive worker against it. He should be a
man who would place the good of Ari
zona above his own personal success
and ambitions.
The days of the dust are nearly over.
The council has found a way out of our
tribulations through high license, which
will not be without other benefits. It
Is estimated conservatively that by the
action of the council last night, the
revenues from saloon licenses will be
Increased to about $18,000 a year, a
gain of nearly $12,000. That gain alone
will keep the sprinkling carts running.
The Baloon business, too, will be taken
largely out of irresponsible hands. The
county. In one way, will be the loser by
this Increased license, since it will
close up some sixteen saloons ' which
each year pay an annual license. It Is
estimated, though, that this loss will
not amount to so much as the costs
paid by the county in the trial of mis
demeanor cases, most of which origi
nate in the class of saloons which will
be barred by the higher license.
AN EXTRAORDINARY THEORY.
The St. Johns Herald, as a citizen of
Apache county, serves notice upon the
Arizona Republican and others that the
"Initiative and I Referendum Carter
amendment to the Hamilton joint
statehood bill" is contrary to the con
stitution of the United States; that the
separate vote allowed the territories
under it will therefore determine noth
ing beyond the sentiment of the voters
and that if it should be shown that a
majority of the voters of both Arizona
and New Mexico taken together should J
be in favor of jointure we would have
a joint state. It is the opinion of this
citizen of Apache county that Arizona
and New Mexico are therefore on pre
cise'y the same footing as Oklanoma
and the Indian Territory.
This idea has for some time been
entertained by the Arizona Star, but as
it has never been put up to us person
ally as this citizen of Apache county
has advanced it, we have not thought
it merited attention. .
As we understand it, it is the belief
of the Herald and the Star that
the congress enacted a provis
ion which it was debarred by
the constitution from enacting; that it
is therefore invalid, a thing of air, a
vacancy; that in the absence then of
any legislation affecting in any man
ner Arizona and Xew Mexico these ter
ritories are to be brought in in a lump,
as the Hamilton bill originally pro
vided. The statehood bill as It rassed (and
also as it was introduced) consists of
two distinct parts. The first twenty
two sections relate only to Oklahoma
and the Indian Territory. The names
of Arizona and New Mexico are not
mentioned in the enacting clause or
elsewhere. This part of the bill ends
with section 22. The enacting clause
of the part relating to Arizona and New
Mexico is section 23 of the bill. Sec
tion 24 contains the 'initiative and
referendum." If that is dead and void
there can be no life in the bill after
section 23. The measure would be in
the same bobtailed shape in which it
was found after Mr. Burrows had per
formed an operation on It in the
senate.
Chairman Tawney, in compiling the
statement of the national appropria
tions for the fiscal year beginning last
Sunday, would have made a better
showing if he had left out that $3,000.
000 set aside for "Arizona the Great."
It will never be removed from the
treasury.
DEMAND FOR THE BIBLE.
The sale of the Bible increases with
wonderful rapidity. During the year
ending March, 1906. nearly 6,000,000
copies of the scriptures were circulated
by the British and Foreign Bible so
ciety, which exceeded the society's pre
vious highest output by 33,000 copies.
This is the more remarkable in the face
of the disturbed conditions which have
prevailed In Russia. China and Japan,
where some of the society's heaviest
sales take place. The polyglot nature of
the Bible society's work is instanced
in the fact that at Winnipeg, for ex
ample, the scriptures were supplied in
forty-three different languages, while
at Johannesburg versions in fifty-two
languages were sold at the depot in
that city, and a fifty-third was asked
for by a newcomer, who demanded a
Bible in Icelandic, which the agent had
not In stock. During the past year
eleven new languages have been added
to the society's list of versions.

ORDINANCE NO. 485.
An Ordinance Fixing Saloon Licenses.
The Common Council of Phoenbc do
ordain as follows:
Sec. 1. Section 6' of Ordinance No.
305 is hereby amended so as to read:
"Every wholesale dealer of spirituous,
vinous or malt liquors shall pay a quar
terly license tax of $50.00."
Sec. 2. Section 7 of Ordinance No.
305 is hereby amended so as to read:
"Every retail dealer of spirituous,
vinous or malt liquors shall pay a quar
terly license of $250.00."
Sec. 3." All ordinances or parts of
ordinances in conflict with the provi
sions of this .ordinance are hereby re
pealed. Sec. 4. This ordinance shall take ef
fect and be in force from and after tho

the City of Phoenix, this second day of
