WE ELECTION EXPENSES j HOW THEY MAY BE PAIDi i Gowrftor Kibbey Suggests to Boards , &-wpfvisors a Plan of Proce- I . Governor Kilby has sent out a ! t t'f o the various lioards of supcr vijmm In reference to the pavnn-nt of 1 b espt-nses of the late general clec li.i. lie mates that nome tini.- ago in fnniiliaw with a request fioni the department he forwarded an es sr.i.'.le of the espouses to te incurred. the b-ec- being to arrange for the p.ivineni of th expenses out of the $15.0Uu ,ip lrnriatel by the statehood bill for Ji.tWSing the election of delegates to the c-tmtiut ion at con vein t ion. Though llii money has bee.l appro prtate! nd i now available. there has Iwn tw determination of the manner in which it i to be disbursed. It will prlably be turned over to the ik imrtmiH of the interior by the treas ury department and be paid out by the former on the presentation of the claim for election expenses. The juvernor is not sure that ail the expense incident to the holding of the election will be borne by the govern ment, tliogh he does not see how they are to be separated. The holding uf the constitutional election for the payment of the expenses of which the tatehood bill provides would have cost no less than if it had not been com bined with the general election exeep; that the general election was preceded by a proclamation which was not con templated by the biil. The governor points out that the government pays no claim without a great deal of formality and generally payment is made after consideraole delay. He suggests therefore that the chances of the delay be not increased by a carelessness in making out claims for expenses. All claims should b carefully itemized and verified in or der that the department will not have to make Inquiry for further expiana- f ion. The claims should be in dupli- cate. one copy to be retained by tii territorial .secretary and the other to be forwarded to the department. ', o ' A synonym is a substitute, some thing just as good.
