At the monthly meeting of the loard of governors of the Water Users asso ciation r eld oi'ir.'i'y morning, t';c cu-ojMTative :iun f construction wotk on canals vas adopted. The mutter had been brought up at a previous meeting ol the board and it was left till yesterday for final decision. The adoption of this plan affects not only the Highland people but will apply in tiie same manner to any other district to be irrigated under the Roosevelt dam project. Under this plan the work will be paid fur in certificates which can be turned in the same as money on payments which will be made by the land owners when the dam is complet ed. The land owners under the Highland canal are intimately interested in this matter and yesterday there was pres ent a committee representing them before the meeting. The next step will be to notify Supervising Engineer L. C. Hill that the association is ready to go ahead under this plan. To fur ther expedite things, a committee was appointed to confer with Mr. Hill ami u fth the landowners under (he High land. The committee is composed of Rlliot Kvans, Ralph Murphy of I'hoe nix and Charles Petersen of Mesa. This committee will alfcend to all the preliminary matters and report to the board. The Highlanders will proceed to the organization of what will probably be known as the Highland Canal Con struction company, to which owners under that canal will lie eligible to membership. This company will set tle the question of who is to furnish work and the morey needed to run a camp, buy supplies, etc. The Water Users association furnishes n.i money but it practically puts up its credit to back the undertaking. What ever actual funds are needed will have to be secured among the interested owners. A survey party representing the re clamation service is now in the field surveying the line for the Highland cnr.itl. The engineers will compile the figures, make estimates on the cost and report to the association for ap proval. It will take a mouth to fin ish this work. The association will then advertise for bids, stating the maximum prices to be paid for earth and rock excava tion, hauling, etc. Under that adver tisement, will the Highland Construc tion company composed of the land owners, step in and make a bid to do the work under the terms stipulated and take pay in the certificates. Under these terms it is entirely improl.ab'e that any outside company would make a bid to do the work. These certificates will be as good as cash to apply on the payment under the dam within three yenrg or whatever time it takes to complete the project. Under this plan the Highlanders will have the use of the canal and flood water a couple of years earlier than if they were to wait for the govern ment to build the canal. , After the storage project is In operation the owners will receive their apportion ment of water. Outside of the regular routine of business this was the only matter of special importance that was disposed f at yesterdays session, the board adjourned to meet with the represen tatives of the forestry service. A territorial republican convention is hereby called to meet at Phoenix, Ari zona, on Saturday, August 22, 1908, at 10 o'clock a. m. for the purpose of nominating a candidal for the office of delegate to congress, also a candi date for the office of joint councilman for the counties of Pima and Santa Cruz, and for the transaction of such other business as may properly come before the convention.
