And believing that the question of trans portation is the most vital question before the people of Arizona, we de mand of the legislature of Arizona the creation of a railroad commission. with full power to take into considera tion, asceriin and fix the physical vdlue of a railroad property . within the territory of Arizona and to fix j and regulate the charges for transport ing the commerce and the people of Arizona. We favor the granting to such railroad commission of power to regulate and control the conduct and the rates of all express companies do ing business In Arizona. "We favor the regulation and con trol of the rates and services of nil telegraph and telephone companies do ing business in Arizona. "We believe that the democratic party stands for the people and listens to the voice of the iR-ople, and we therefore deem it unwise and nndemo cratlc for any democratic central com mittee to appoint delegates to any county or territorial convention, and we favor a direct primary law where by primary elections may be held un der the laws of the territory of Ari zona and the electors permitted to vote directly for the candidate for nomination to all territorial, county or municipal offices, and to that end in struct our delegates to the territorial convention to be held at Prescott, Ariz., August 8, next, to use their best endeavors to secure the adoption of such a plank In the territorial plat form. "We commend our present delegate to congress for his efforts In secur ing a public building for Arizona and locating the same at Phoenix. "We endorse the efforts of our es teemed fellow-democrat, the Hon. Eu gene Brady O Neill, in benalf or me people of his county and territory, and hereby instruct our delegates to the territorial convention at Prescott to vote as. a unit for his nomination as delegate to congress. "Wc hereby instruct our delegates to the Prescott convention, to vote as a unit on all questions coming before the convention, and forbid the use of proxies except by regularly elected delegates, and the chairman of the Maricopa delegation Is hereby autho rized to act for any delegate who does not appear or send a proxy to the Prescott convention." Altogether It was the most harmoni ous democratic convention in the poli tical annals of Maricopa county.
