Columbus. Ohio, Feb. 20. J. M. Dickinson of Tennessee will be secre tary of war n the Taft cabinet. Charles Nagel of St. Louis will be Taft's secretary of commerce and la bor, and R. A. Rnllinger of Seattle will be secretary of the Interior. This statement Is not made upon the announcement of Mr. Taft, but Its correctness may be accepted without question. Mr. Taft will permtt no announce ment from him as to these conclusions. It has been known fur some time, however, that' he had practically de cided upon Nagel's appointment, and the Interview yesterday bears all the earmarks of having been arranged for the express purpose of offi-r and ac ceptance. Mr. Dickinson came to Cincinnati from Chicaso today. He has not been nnder consideration as a cabinet possi bility lonfr. but has been personally and most favorably known by Mr. Taft for many years. Mr. Dickinson is a Tennesseean. although temporarily re siding In Chicago, where his duties as general solicitor of the Illinois Central railway system have required his presence. He is a democrat, although he always opposed Bryan. Mr. Taft will reach Philadelphia in the morning and will be the guest of Dr. S. Weir Mitchell. On Monday he will make an address before the Penn sylvania university and will leave for New Tork on Tuesday. o . After a lapse of centuries since the pioneer days, the Roman Caiholic church, which played such a great part In the exploration and settle ment of the United States and Can ada has again taken up the work of colonization and is lending an ex odus of French Canadians from New England, where they have settled to the number of several hundred thous and in the last twenty years. The place selected by the church for this Important revival of seventeenth cen tury methods is the timbered . region of northern Quebec and northern On tario. -. Bishop E. A. Latulipe, the apos tolic vicar of Temiskaming, who has often been callei the "bishop of col onization," in at the head of this great enterprise, which means the ex penditure of hundreds of thousands of dollars immediately and millions In time. Ac cording to the last census returns nearly four per cent of the foreign lorn population of the United States, or about 400,000 people, are French Canadians. Most of these have set tled In New England where they have filled the factories and lumber camps and have brought about redical changes in labor conditions, on ac count of their numbers. It will be the aim of Bishop Latulipe and his army of assistants not only to hold the men they have but to beckon those who have wandered back over the border. They have been working at this scheme for some years, and now the building of the Grand Trunk Pacific gives them their opportunity. It opens a new empire in the north land, a country with a climate with which the French Canadians are well acquainted and of which they are not afraid. The timber wealth alone of this great territory is exceedingly valuable, not to mention Its agricul tural possibilities. These and the un developed but known mineral re sources are the lure that leads them on. !
