The letting yesterday of the con tract for construction of the Cali fornia section of the Arizona & Cali fornia railway means that within about six months daily through trains will be running between Phoenix und Los Angeles. The Arizona & California joins the Santa Fe, Pres cott & Phoenix at a point four miles north of Wickenburg, and has its present terminus at the western end of the splendid new bridge which spans the Colorado river at Parker. The completion of the Cali fornia extension will join the Ari zona and California to the Santa Fe main line at Bengal. Thence the route to Los Angeles will be via the present main line. By the new route the distance between Phoenix and Los Angeles will be substantially the same as by the Southern Pacific a matter of some thirty miles more, we believe. The distance between Phoenix and San Francisco will be shortened over all other lines, we understand, by some hundred and forty miles. Not only will the Salt River valley be brought into direct connection with Los Angeles by a new route a fact of vast importance in itself but all the signs point to the Arizona & California as part of a transcon tinental line through Phoenix. No doubt the Southern Pacific will, on account of the greatly short ened distance, send its New Orleans San Francisco trains through Phoenix and over the Arizona & California, through a satisfactory trackage ar rangement with the Santa Fe people. This result probably will come with out any special effort on the part of Phoenix business men. But the importance of the Arizona & California as a transcontinental line may be immensely increased by the proper effort on the part of our citizens. The El Paso & Southwest ern at its western terminus now "sticks up in the air" at Benson, considerably less than 200 miles from Phoenix. So close are the re lations between the El Paso & South western and the Rock Island, which reaches from Chicago to El Paso, that the phrase "Rock Island-El Paso & Southwestern combination" de scribes the situation. It is quite within the probabilities that this great combination may be induced to extend its lines to Phoe nix. Here it would find a ready made outlet to both Los Angeles and San Francisco. In other words, con struction across a little gap of less than 200 miles, with the proper trackage arrangements with the Santa Fe, would enable the Rock Island and Phelps-Dodge people to reach the coast. The possibilities of new railroads for Phoenix are so good that no op portunity for local boosting should be overlooked. THE RAILROAD COMMISSION. In appointing Mr. W. P. McNair to the vacant place on the railway com mission Governor Sloan has, we be lieve, made an excellent selection. Mr. McNair has a considerable fa miliarity with ( traffic affairs, is a man of sound common sense, is well balanced, ' has a reputation for fair ness, and has a pleasing personality. So far as one branch of Its work is concerned,- the railway commis sion of Arizona must depend alto gether for its effectiveness upon the respect which may be entertained for its members by the traffic offi cers of the railways. So long as we are a territory the commission can under the existing law, at least have no power to fix rates. It may by negotiation induce the railways to revise their tariffs; failing that, its only recourse is complaint to the interstate commerce commission. Unless, therefore, the members of the' commission can meet the rail way, officers' ' on ; friendly , terms hav ing first a reputation for fairness and integrity they can have little value as an advisory board. Railroad men ' are quite human. The new board deserves the confidence of both the people and the railways. As ' was pqjnted out in the recent report of the commission to the governor, the freight tariffs affect ing Arizona are in many cases too high as to some sections of the ter ritory they are burdensome. Much, wo are convinced will be accom plished by the commission through patient and friendly negotiation for, strange as it may appear to people who have had no opportunity to learn . the facts, intelligent railway managers are quite as anxious to build up and develop Arizona as are the most ardent "boosters" in other lines of business. But as there are generally two sides to a question, the commission will not always suc ceed in getting what it is after by negotiation, and will have tn do its best with the commission at Wash ington. Meanwhile Arizona will continue to be the most prosperous subdivision of the union. Since the explosion of Walter Wellman's balloon, our exhanges from the most distant parts of the country have had time to reach this office. Assuming that the newspapers reflect the emotions of their respec tive communities we are gratified to find that no where in this broad land is there any grievlous disappoint ment no hopes dashed down to earth. A young woman in New Jersey moved with compassion toward mad dogs, has issued a greeting to the country: "Send all your mad dogs to me." We do not wish to seem un accommodating, but if she expects any . from this neck of the woods, she will have to come after them and catch them. There may be proper places for the drawing of the color line, but it cannot be in a convention of Spanish war veterans, considering the dis tinguished service of the negro troops in the war with Spain. Ellas, who was formerly sta tioned at Tucson, will again take that consulate by orders from Mexico City, replacing Consul Gustavo Levy. The change will be made in a few days. ' o Gamblers Get Little. At a hearing of the Windsor hotel gamblers In Tucson, Friday, three Americans and a Chirian:un, pleaded guilty and were let off easy with a $25 fine.
