session on the 13th day of January,
1913,- opened, examined, and publicly
declared all sealed proposals or bids
offered for the following work to
wit: (1) That a cement concrete side-

on the proper line and grade and in

intersections of the roadways of in
tersecting streets and alleys, and in
cluding a sidewalk on each side of in
tersecting street, from the northerly
line of Roosevelt street to the north
erly curb line of Roosevelt street.
(2) That a cement concrete curb be
built along the northerly line of the
roadway of Roosevelt street, from the
westerly line of each intersecting
street to the westerly curb line of the
corresponding street and from the
easterly line of each intersecting street
to the easterly curb line of the corre
sponding s'reet, and along each line of
the roadways of intersecting streets,
from the northerly line of the roadway
of Roosevelt street to the northerly
curb line of Roosevelt street.
(3) That gravel cross-walks five (5)
feet wide and eight (8) inches deep be
built on the line of the above described
walk, crossing the roadwax s of inter
secting streets and alleys.
(4) That concrete pipe twelve (12)
inches in diameter be laid under and
across the above described sidewalk
and curb where said sidewalk and
curb inters ct with ditches.
That the said contemplated work or
improvement in the opinion of the
common council is of more than local
or ordinary public benefit, and said
common council hereby makes the
costs and expenses of said work
chargeable upon a district and hereby
declares the district in said city of
Phoenix benefitted by said work or im
provement ana to ne assessed to pay
the costs and expenses therof is de
scribed as follows:

At tlic last meeting of the council,
the city recorder was directed to re
quest that no supplies, connected with
the general operating expense of the
city, should be furnished except upon
order duly signed by the purchasing
agent. This method is part of a sys
tem of accounting adopted by the city
which, if carefully followed, will great
ly facilitate the disposition of such
claims against the city, and will ob
viate the necessity of laying thorn over
at the end of the month in order to
determine the authority for the pur
chase represented.
