'i'he first definite effort 'if tlie demo crats to secure an agreement for an -irly vote on the tariff hill failed in the senate today when the republicans served notice that consideration of the measure would be continued indefinite ly. They denied the demociatic charges that they were "f Ministering" but in sisted that the tariff bill be debated "fully ami freely" before they would consent to any agreement for a final vote. The leading senators for both parties fis a result of the day's developments tonight predicted that this session of congress would run until late in Octo ber or November. Karly in the day President Wilson made it known that he would not approve of any congres sional recess until the currency reform bill was disposed of. This attitude was endorsed by the democratic leaders and those who favored a recess after the passage of the tariff bill apparently resigned themselves tonight to continue the session of congress. Senator Simmons as manager of the tariff debate, made a formal request when the senate took up the measure for an agreement to vote on August V.'j. The plans of the Industrial Workers of the World to hold another street meeting tonight were upset when a heavy rain storm broke over the city, dispersing the crowds th.it had gathered on down town streets. Kvery police officer in the city to gether with hundreds of special of ficers are guarding the jails and a temporary pen was constructed to house the overflow prisoners as the result of i he use of fire arms or if any attempt at jail delivery were made. Rumors were rife that such an attempt was planned. The official axe wielded by Oovernor Hunt anil Secretary Osburn of tiie board of control fell upon the neck of A. Harper, superintendent of the In dustrial School, charged with cruelty towards the boys and without a sign of defense on the part of Harper he was seperated from the pay roll of the State. With him in his. dismissal will Ko Mrs. Harper who has acted as mat ron since the incumbency of Harper. W. M. Whipple, strong Hunt supporter in the legislature of which he was a ' member, was immediately nominated for the vacant position by the governor the motion was seconded by Secretary Osburn and by a vote1 of two to silence, was appointed superintendent and left for Benson yesterday to assume his of ficial duties. The investigation which promised so many thrills, inasmuch as the general public believed that Harper had been reserving his defense to present it to the board, fell flat. It was all over in a very short time, the only thrill to the meeting being the statement of Audi tor Callaghan, a member of the board who was present and not voting in the session. Mr. t'allaghan looked his sympathy for Mr. Harper, and spread his objection to the proceedurc upon the record. Harper was represented by counsel C H. Whitcher, who requested that his client be allowed the privilege of a post nionement of the further proced- ings pending the action of the superior I court of Cochise county before which Harper must appear to answer a charge of aggravated assault. The warrant on this charge was served on him just as lie was about to leave the supreme court loom .after the procedings. Iep uty Sheriff Allie Howe served the war rant. The application of the attorney was overruled by governor Hunt who said that if Harper had anything to say the timbe was at hand to say it. Following this the secretary of the hoard of control read the report he had prepared upon the investigation he con ducted at the school last week. No answer was made to any of the state ments in the report. Several letters were read from C'ochis couny and one from the school doctor. Dr. Powell, who spoke of the thrashings of the bo s as "strictly deserved". There was nothing more to the investigation than this. In justifying his position ester day Oovernor Hunt said "Mh. Harper had nothing to say." The statement of Auditor Callaghan is as follows: "Although the statues provide that the superintendent of the state in dustrial school shall be appointed by the state board of control, of which bode I am a statutory member nevertheless, in the selection and ap pointment of the former superintend ent of that institution. Mr. Frank Crown, I was not consulted and had no part. The circumstances relating to this appointment I took occasion to explain in my first annual report to the governor, and through him transmitted to the first state 1 gis lature. covering the fiscal ear ended June 30, 1912. In the selection and appointment of the present superintendent of the state industrial school, Mr. A. I... Harper, I have been denied any "pportunity o 'expression of prefer ence in the selection and appoint ment of th 'se officials, I have conse quently felt no compunction as a re sult of their official ad minis! ra t ion. However, I can readily c iiieeive that the conditions which faced the present superintendent at the outset of his administration were not en couraging. These conditions result ing from palpable incapacity, utter incompetence, flagrant immorality, and absence of discipline' which char acterized the preceding administra tion, together with the intermingling and association of "honor" felans from the suite prison, who were placed at the institution in the capacity of tutors without authority of law. While regretting keenly the present apparently deplorable situation as it affects the state industrial school, nevertheless, in the disposition of it I feel only a passive interest, insofar only as is affected by it, the institu tion's official personnel.
