Whith the city
tendance taking
libetations of the
council -elect in
a part in the
city business in
at-de-the
matter of purchasing fire apparatus
for the glowing city of Phoenix, new
apparatus to the value of over twenty-five
thousands ot dollars was con
tracted for last night to be delivered
in three months, after which Phoenix
will be as well equipped to light fire
as any city of its size in the coun
try. Three new combination ayto chem
ical hose wagons were bought from
the Seagraves company, of Columbus,
Ohio, valued at $12,425 for the three
of them. Fred C. Hurst, of this city,
uprescntcd the company before the
council.
Following this action an engine
was purchased of 105-horsepower re
gister which will pump water at the
rate of 750 gallons for every minute
when running not at full speed. This
engine is to come from the factories
of the American La France Fire En
gine company, of Elmiia, N. Y. Its
cost was $9,000 flat.
The question of the automobile for
the fire chief was laid over indefi
nitely, while the matter of the
Gamewell fire alarm system is madt
the special order of business for this
evening. In the meantime a com
mittee consisting of Chief Sullivan,
Inspector Copson of the electrical de
partment and City Engineer Holm
quist will examine the bid of the
company and the proposed nature of
the work to see if the same is ex
cessive. The meeting- was an open one for
a while and every one of some twen
ty representatives or automobile con
cerns was allowed to present the
merits of his machine for five min
utes There was some automobile
talking for about an hour there.
When the council went "into the

Troupe At Empcss, In
Opening .Performance,
Delights Crowded House
With Excellent Presenta
tion of "Fra Divalo."
Prospects for a successful season
of light opera in Phoenix seemed ex
tiemely bright last night, after 3.
large audience expressed its ap
proval of the opening performance
of the Boston Ideal Opera company
iit the Empress theater. Appearing
in "Fra Diavalo," the songsters made
an instantaneous hit. A full house
greeted them.
Manager A. H. Reeves of the Em
press fis to be congratulated. If the
Boston Ideals continue to present the
same high class of entertainment a.-;
was given last night, the success of
the company in Phoenix is assured.
Miss Nellie Andrews, prima donna,
sang her way early into the hearts
of her audience and was particular!.
pleasing in the disrobing scene in the
second scene of this remarkable op
era. Henry Gunson, tenor, made a
very pleasing Lorenzo, while t rank
Burgess as "Fra Diavolo" handled it
in a manner which indicates long
training of a splendid voice. Miss
Arloine Andrews as Lady Allcash
showed her talent for acting, although
her most effective work vva3 in a
specialty between the first and sec
ond acts. She has a beautiful con
tralto voice of great range and de
lighted all who heard her. R. O.
Burgess as the English nobleman Is
a comedian of no mean merit, coup
ling this with a splendid voice.
The best number of the evening
was the old favorite sextette from
Lucia, and repeated encores and cur
tain calls showed what the audienc"
thought of it. The chorus work was
strong and pleasing, while one must
not overlook the excellent comedy
work of A. C. Burgess and W. F.
Quisenben v.
One of the surprises of the even
ing was the manner in which the
local orchestra under the direction of
Charles I. Hazelrigg handled the i
I difficult music tf the opera. j
i Such a company of artists as '
j Manager Reeves has brought to
j Thoenix should command the pat-
rcnage of the music lovers and the-

Mr. Geo. A. Bellamy of the
National Playgrounds As
sociation Speaks of Sub
ject to Which lie Js (liv
ing His Life.
"The 'people have more sense now;
they know there is something more
to live for than to make money. They
have come to realize that their .sur
roundings should be beautiful, and
that provision should be made for the
entertainment of themselves and fu
ture generations; that men and wo
men as well as boys and girls should
play and should have places to play.
It is this new realization that makes
my work easy."
So. said Mr. Geo. A. Bellamy of
Cleveland, Ohio, the expert of the
National Playgrounds Association yes
terday in an interview. Mr. Bellamy
accompanied by Mrs. Bellamy arrived
in the city yesterday morning and
will remain until today, meeting the
various clubs, the public school boards
and the directors of the Board of
Trade.
"It is better." said Mr. Bellamy
"for a boy to play than to loaf; it is
better for a girl to play than to loaf.
There are six hundred men across the
river from Sacramento menacing two
counties. It is safe to say that they
never engaged in healthful play. When
other boys were playing they were
loafing and they are loafing yet."
"The delay of American cities in
recognizing the necessity for play- j
grounds and for symmetrical improve-
ment and development," said Mr. I
Bellamy "has been costly and it be- j
comes more costly the longer it is I
continued. In Cleveland we are com- I
pelled to open a certain street for a
distance of a block. A few years ago
we could have done this at an expense
of $20,000. It will cost a half million
now. Western cities are ahead of us
in this respect. They are more pro
gressive, while in the east we have
moss-backism and prejudice to over
come. I'm sometimes tempted to move
west. But some mistakes have been
made in the west. In Long Beach.
Cal. for instance the citizens let the
ocean front pass into private hands.
Not a foot of it is owned by the city.
Citizens enjoy it only by the suffer
ance of private owners.
"I like this work. It is pleasant,
because I am not asking for any
money. I'm only asking tile people to
spend their money for themselves; to
make an investment in their own
town that will be most profitable to
them. I am asking them to go about
(his work systematically. The first
thing is to make a survey for several
purposes: first to discover what faci
lities tile children have for play'ug'
hw many there are of them; how
thty spend their time. The survey
should disclose the best locations for
play grounds, where tlwy are not
likely to suffer from encroachments
in the course of the growth of the
to A ll."
Mr Bellamy spoke in an interesting
vein on the subject of city planning
which he said should not be under
taken piecemeal: that is. all improve
ments should be made with reference
t future improvements and all im
provements undertaken at one time
.should be in relative to one another.
Mr. Bellamy will be the guest at a
I; :u l eon of the directors of the Board
of Trade. This afternoon at 2 o'clock
he v ill appear before the Woman's
Club. He is an apostle of civic beamy
which has been with him a life stud.-.
