Bids to Be Opened Saturday Manual Arts Building Soon, to Be I Started. On Saturday at noon, April 11, 19U, the time for receiving proposals from architects to furnish plans and speci fications in detail for the construction of the Manual Arts Building for the Tempe Xornial School will he up and bids not in at that time will not be accepted by the board. After noon the board will open all proposals ac cepting the plans that best suit them and that call for the most economical contract. ) The amount authorized by law to be expended for the construction and equipment of the proposed Manual Arts building is the sum of ninety thousand dollars, and it is the desire of the board to expend not more than eighty thousand dollars for the con struction work, reserving the balance for equipping the building. The con struction work calls for a number of built-in features which will materially reduce the final equipment cost. The board will not consider pro posals that are not accompanied by plans and specifications in detail for the building and detailed estimates of costs of construction. The premium that will be awarded to the architect whose plans and specifications may be adopted by the board will be 2 per, cent, of the ac cepted contract price. The plans and specifications adopted by the board will bn'ome the property of the board and shall remain as such. Work an the Manual Arts building has rbeen delayed for some time owing to the inability of the board to re ceive the proper proopsals, and it is hoped that Saturday will bring bet ter results. If propusals are accepted and contracts awarded on Saturday, or immediately following the meeting on Saturday, work on the building will be started at an early date. It is hoped that it may be rushed through in order that a portion of the same may be occupied at the begin ning of the next school year. Another matter that will occupy sine attention of the Normal school hoard on Saturday is the first step toward the securing of another cottage for girls. At this time the necessary ar rangements for submitting the propo sition to contractors will be made and proposals will be received at some later date. This building also is in demand, and it is the plan of the j hoard to start the construction work j as quickly as possible. According to Secretary Irwin of the Commercial club an obstacle will probably be encountered when an at tempt is made to include a mile strip extending on either side of the Roose velt road to a point to the Eastern canal. He is of the opinion that the owners of the Goldfield mining inter ests would object. It has been sug gested that the western boundary of the park could be a line east of the Goldfield district, which would not in the least conflict with the mining op erations. The real object in bringing the line west to the Eastern canal is ito place the government in charge of the roadway so that it will have to be maintained at government expense However, that section of the road bc- staple cotton than any other man.
