THE PRIVILEGE OF BUILDING A SIDE TRACK ACROSS CERTAIN OF THE BLOCKS. STREETS AND AVE NUES OF THE CITY OF PHOE NIX. BE IT ORDAINED by the Com mission of the City of Phoenix, as follows: Sec. 1. That permission is hereby given to the Arizona Eastern Rail way Company, a corporation, its successors and assigns, to lay, con struct, maintain and operate a standard gauge side track, com mencing on the east side of Sixth Street, in Block forty-three (43), Linnville Addition to the City of Phoenix, according to the map or plat thereof on file and of record in the County Recorder's office, of Mar icopa County, Arizona; thence across Sixth to forty-four (44); thence across thence - across Fourth Street to Block forty-six (46); thence across Third Street to Block forty-seven (47); thence across Second Street to Block forty-eight (48); thence across First Street to Block forty-nine (49); all as shown on the attached blue print, and over and across the property of the said Arizona Eas tern Railway Company, except as above provided. Sec. 2. That said track shall be laid, constructed, maintained and op erated upon the established grade of the said streets and shall be used and operated subject to all ordin ances, resolutions and regulations now in force and effect, or that may hereafter be ordained, prescribed or provided by the said Commission of the City of Phoenix. Sec. 3. The said Commission of the City of Phoenix reserves the right to cancel and, revoke the permis sion herein given at any time upon the failure, refusal or neglect of the said Arizona Eastern Railway Com pany, its successors and assigns, to conform to and comply with all or any of the ordinances, resolutions or regulations now in force and effect, or which may hereafter be ordained, prescribed or provided by the Com mission concerning, referring or re lating to laying, constructing, main taining or operating the said side track herein or hereby permitted. Sec. 4. This ordinance shall take effect and be in force from and -after thirty days from and after its passage by the Commission and ap proval by the Mayor, and shall be published as required by the City Charter, and the cost of publication of this ordinance shall be paid for by the said Arizona Eastern Railway Company. ORDINANCE NO. 8 BE IT ORDAINED by the Com mision of the City of Phoenix, as fol mission of the City of Phoenix, as follows: Sec. 1. In addition to the duties now imposed on or required of the City Magistrate, the City Magistrate shall keep his office and court room open for the transaction of business between the hours of 9 a. m. and 12 m., 1 p. m. and 5 p. m. on each and every juridical day, and he shall ob serve and be constantly present and in attendance upon said court during the said hours of each juridical day; and in addition to the said hours, he shall keep his court open and observe and be in attendance at said court during such additional hours of each and every juridical day as may be necessary for the discharge of the business properly coming before said court Sec. 2. The City Magistrate shall personally fix and receive all bonds and balls, and shall personally collect and receive all fines, penalties, fees and other moneys, which now are, or hereafter may be provided by law to be collected or received by him. Sec. 3. The City Magistrate shall on the last day of each and every calendar week, and as much oftener as he may be required by the City Manager, or the City Commission, pay over to the City Treasurer all fees, fines, penalties and other moneys theretofore collected by him since his last prior settlement with the City Treasurer and take the Treasurer's receipt therefor. Sec. 4. Whereas, an urgent neces sity exists for the prescribing of ad ditional duties of the City Magistrate to the end that the same may be more accurately defined and the moneys coming into the hands of the City Magistrate for 'fees, fines and penalties may be more promptly turn ed over to the City Treasurer; and, Wrhereas, the provisions of this or dinance are necessary for the imme diate preservation of the peace, health and safety of the city and for the carrying on of the government of the city and the support and maintenance of the departments thereof and the regulation of the office of the City Magistrate and of the City Chief of Police, an- emergency is hereby de clared to exist, and this ordinance shall be in full force and effect from and effect from and after its passage, and its approval by the Mayor, and shall be published as required by the Citv Charter. M. MONDAY. JUNE TWENTY SECOND. 1914. for the purchase of forty (40) Dis trict Number Eight School Bonds, with accrued Interest. Said bonds being in denomination of Five Hun dred Dollars each, amounting in the aggregate to the sum of Twenty , Thousand Dollars ($20,000.00) and bearing interest at the rate of six ner cent ner annum, payable semi- per cent per annum, payable annually. Said Bonds to be dated July first, 1914, and payable twenty years from the date thereof. Botn principal and interest payable in Gold Coin, Lawful Money of the United States at the office of the Treasurer of Maricopa County, Bonds to be delivered to the pur chaser thereof in the City of Phoe nix, Arizona, at the Office of the Clerk of the Board of Supervisors of said Maricopa County. These Bonds are issued under the authority of Title XI, Revised Stat utes of Arizona, 1913. All bids must be accompanied by a certified check upon a National Bank or upon a bank in Arizona, for One Thousand Dollars payable to the Treasurer of Maricopa County. No bid for less than par value and accrued interest to date of delivery will be received. The checks of un successful bidders will be returned upon rejection of each bid. J A PERSONAL PROTEST Mr. Editor: I was largely responsible for the protest made by the Woman's Relief Corps against the decoration of the graves in the potter's field on Me morial day I now understand that, at least one member of the corps has said that that protest was, per haps, too strong. I personally say it was not strong enough., I cannot see how any intelligent person could mis understand the purpose of the decor ation of the graves of the "unknown dead." If there had been any graves in the potter's field of known dead who had seen service either in the civil or the Spanish-American wars, flags would have been placed on their graves to mark them. If there were any unknown dead in that plot who were entitled to recognition, they were remembered by the Woman's Relief Corps in their service by a memorial to the "unknown dead." This memorial was given at the time, which your paper states, these "ear- "est women were making bouquets j on the same plaza for the decoration i 'f graves of unknown persons who may have been the lowest crooks or "mute inglorious Miltons gone to rest.' But this day, the day set apart as a memorial to our heroic dead was not intended to commem orate the undone deeds of unknown dead, and I again protest against it ever again being used for that pur pose. If the cause of humanity re quires the decoration of these graves, I would suggest that the Associated Charities set apart a day to com memorate the deeds of those who have fallen by the wayside. And please do not think that I do not feel the deepest sympathy with these and the many "back east" who may mourn for them. But I have but one thought for Memorial day and that is that it is sacred to the memory of our fallen patriots, be they north or south, and the decoration of un known graves makes a farce of any patriotic tribute. Unfortunately- I am temporarily a "shut-in" and cannot meet and talk this matter over with the general public and so cannot know how it is looked upon, but I feel that if the Associated Charities propose to make this a yearly festival on Memorial day, the Grand Army of the Repub lic,' the Woman's Relief Corps, the Spanish-American Veterans and the militia need not try any longer to obtain a "general observance" of the day. UNKIND TO THE PIGS A minister, spending a holiday in the north of Ireland, was out walking, and, feeling very thirsty, called at a farmhouse for a drink of milk.
