McMillen, Riggs, Stapley, the president 10. Mr. Webb then offered another amendment to increase the appro priation to $250,000 a year and he urged the democratic senate, to carry out the pledge of the last" party platform which he read: "We call attention to the progress of .education under a democratic ad ministration, the codification of ad mirable school laws, and the granting of free text books and we pledge a continuance of a liberal policy in this vital matter." The party Mr. Webb said, would be held to account for failure to carry out this pledge which he was sure was demanded by a very large majority of the people of the state. And he forcibly reminded his colleagues who were opposing the ap propriation that they were inviting something that they would dread still more, an entire change of- the school system by which all the school funds would be derived from the state. Just as sure, said he, as this amendment was defeated, so surely would a bill be initiated providing for a state school fund and for a centralization of authority in the state: the state would be made the unit instead of the county. He believed that this change would be for the better but the gentlemen who believed that no part of the fund should be raised by the state would find themselves in a more unpleasant predicament for he was sure that such an initiated mea sure would be adopted. In spite of the warning, the second amendment was defeated by precisely the same vote. Changes on Second Reading On convening the senate decided to read the bill, by the numbers of the sections or subdivisions and act upon such amendments as might be offered. The first was by Mr. Webb provid ing for. the distribution of copies of the history of Arizona, one to each member of the legislature, t'he secre tary and assistant secretary of the PASSED EL PASO That, car of pineapples, the first ever to come to the Salt River Val ley, passed El Paso yesterday and is due to reach Phoenix this afternoon. Mr. Campbell offered an amend ment to the game warden section to provide that the payment of the sal ary of the deputy and the expenses of the office should be paid out of the general fund instead of out of the fees. When a long debate was threat ened, the amendment was withdrawn. Mr. Claridge offered an amend ent to increase the salary of one of the stenographers in the office of the secretary of state from $75 to $100 a month. That was defeated but later the amendment was allowed. , Mr. Claridge offered an amendment providing for concurrence, in the1 sec tion of the bill relating to the land commission. This was defeated and then Mr. Claridge proposed to strike out that section. A proposal ny Mr. Colter to sub stitute the house section for the state fair, increasing the appropriation from $40,000 to $70,000 was rejected. An amendment by Mr. Goldwater for an additional appropriation of $4500 for the Pioneers' Home to cover a deficit was accepted. Mr. Martin also secured an addi tional appropriation of $75,000 for the constructing of a mining and en gineering building at the university. On the motion of Chairman Stapley of the appropriations committee the senate agreed to concur in a house appropriation of $6000 for an investi gation by the federal government of the economic use of water. A proposal by Mr. Karns to restore the apiary inspection section was agreed to with the understanding that the expense of the department would be borne by the fees provided by statute and the question was raised whether or not the Goldwater amend ment would bar remuneration. The senate came near doing some thing out of the ordinary, finally passing the bill before it was en grossed. Mr. Claridge was desirous of returning home on account of the illness of his little son and wanted to go on record as to the bill. It was proposed to take a vote on it at once, since it was fresh in the minds of . the senators . and had already passed the stage of change. Senator Chase, however, said that it could not be passed without a reading in full. That would probably have been done, but Mr. Claridge said that he would remain until this morning.
