The Rev. R. E. Elmore of the Central
Christian church held special services
last evening- in honor of Christian En
deavor. The outgoing officers of the
Christian Endeavor of the Central
church were, Wright Bartlett, president;
Harold Nesbit, vice president; Irnn
Harrison, treasurer, and Mrs. Rose,
secretary, and they were commended
by the pastor upon the splendid work
accomplished during the past year. The
new officers elected and installed were.
I. C. Daggett, president; Roy Richards.
vice president: Ruth Mitchell, secre
tary, and Pearl Butler, treasurer. The
new officers were given helpful ad
monition and advice Dy the pastor and
the whole evening was devoted to tak
ing up the work that is being accom
plished by Christian Endeavor societies.
The state president, Harold Singer,
was present and participated in the
services. The Young Peoples senior
society of Christian Endeavor of the
Central Christian church has a total
membership of 75 and is a loyal or
ganization of that church.

IN LOS ANGELES Mr. and Mrs.
Curtis Tobev are in Los Angeles this
week, and will be awav from Phoenix
for some time. Mr. Tobey. however,
expects to return before December to
start construction work on the -residence
of George F. Price in the Story
tract and to arrange for other work to
start in the early spring. Mr. Tobey
reports Los Angeles full of business,
with a great scarcity of housing facili
ties and much building of the better
types of all classes. Every archHect
is working overtime, and one firm re
ported plans for $3,000,000 worth of
schools In its office alone.

tee in charge of the domestic arts de
partment at the state fair will be at
the domestic arts building this morn
ing from 3 0 to 12 o'clock and-exhibitors
who did not call for their, exhibits

TOKIO, Nov. 14. Premier. Hara, ad
dressing 5.000 of his supporters today
said that no question had been more
keenly watched than the anti-Japanese
legislation in California He declared
it would be regrettable if the question
affected the good relations of Japan
and the United States, but that a con
flict was unthinkable.
Intelligent people in both countries
value each others friendship too much
for that, the premier asserted, and the
United States never yet had disre
garded Japan's rights and the inter
ests no matter what questions arose
between the two countries.

warships have left Flume for an un
known destination, most probably Dal
matia. The insurgent leader Is in open
revolt against the Italo-Jugo-Slav
agreement. He has seized the islands
of Veglia and Arbe, which lie a short
distance from Fiume.

Some of the country's best known
surgeons and instructors in surgery
will meet at the high school auditori
um at 8 o'clock tonight to open a two
day convention of the Clinical Congress
Of the American College of Surgeons.
The session is noteworthy from the
fact that it is the first annual meet
ing of its kind to be held in the Ari
zona section and because of the broad
scope of its program which holds an
interest for the layman as well as the
professional. The public is invited to
attend.
Headquarters for the convention are
being maintains at the Hotel Adams
where all fellows and guests are re
quested to register upon their arrival
here. Surgical clinics will be con
ducted at the St. Joseph hospital from
o clock this morning until noon, when
the visitors will be entertained at the
golf course and taken for motor rides
about the valley. I
John G. Bowman, director of the
American College of Surgeons; Dr.
Franklin H. Martin, secretary-general
of the American College of Surgeons;
Dr. Frederic A. Besley, professor of
surgery. Northwestern University med
ical school, and others prominent in"
their profession arrived last night.
These men will speak at similar con
ferences to be held in San Francisco,
Salt Lake City and Denver. '
According to Mr. Bowman, this met
ing in Phoenix is one of a series of
public meetings to be held in every
state in the union" and every prov
ince in Canada for the purpose of pro
moting improvement in the practice of
surgery, to afford the best service
known to the profession and to en
lighten the public alona; the lines of
preventive medicine.
The meeting tonight will be open
to all and the addresses will be non
technical so that all may clearly un
derstand the facts which will be pre
sented and the valuable advice which
will be offered. All expenses of these
meetings is to be met by the central
office of the college.
The value of these conferences was
well brought out by Mr. Bowen during
the course of an interview last night
when he said.
To Enlighten People
"The time has come when the peo
ple need intelligent medical leader
ship. This meeting in Phoenix is one
of a series of public meetings to tt
held in every state in the union and
every province of Canada. The Amer
ican College of Surgeons, a fellowship
of over 5,000 prominent surgeons in
the United States. Canada and South
America, pledged to improve the prac
tice of surgery, to discourage incom
petent surgery, to afford the best serv
ice known to the science of medicine
for every man. woman and child in
need of surgical treatment, and to en
lighten the public along the lines of
preventive medicine and public.
"If you must undergo a serious sur
gical operation in which, even under
the best of conditions, there is a big
chance that you will not recover, is
mediocre surgery good enough? Is
the best. of surgery too good for you?
Have von a right to the bast? Have
vou a right to be well
"To answer these questions in the
way you want them answered is the
business of the doctors. They are do
lntr more today to answer these ques
tions right than was ever true before
in history. They are getting results
and the process of getting results is
known as hospital standardization.
Tou say that you have a right to
lustice. a right to be free from vio
lence, and so on. You create a court
to protect your right to justice, inert;
is an analogy between the service of
the courts to the public and the serv
ice of the medical profession, which
makes clear what hospital standard
ization is. He seeks out the facts and,
guided in some instances by a jury,
finally makes his decision. The entire
procedure of each case becomes then a
public record. That record is subject
to review by other courts, up to the
Supreme court. The entire process is
designed to establish justice; and the
importance of it here lies in Its pro
visions against error or the miscarriage
of justice.
Tha Doctor's Duty
"In a similar way the medical pro
fession is in service to the public.
Each doctor is a judge. He, presides
over our right to be well. If he is
worthy of his trust he must be a man
of Integrity, of impartial devotion to
his patient's welfare, and of intelli
gence .The reouisite training or a
doctor today is long and most exact.
But this training is merely the pre
requisite to practice. In practice the
doctor must seek out the facts rele
vant to each case. Upon these facts
rest the diagnosis and treatment. If

errors occur either in diagnosis or
treatment they are most difficult to
review or to correct. Surgery, espe
cially, admits of no appeal. Each suc
cess or failure is usually final. In this
matter the law obviously has an ad
vantage. To reduce all errors or all
failures for whatsoever reasons, there
fore, in the practice of medicine and
of surgery to the lowest percentage is
the first business of the medical pro
fession: and through hospital stand
ardization the profession seeks both the
practical means and speed in the re
alization of this aim."
"Backed by the common experience
of practice, doctors today unanimously
agree that if they are to create the
highest service of which the profession
is capable, they must at regular inter
vals review what they have done, what
results they have accomplished, what
mistakes or other failure.s if any, oc
curred, and why. They must know
that the same mistakes do not occur
a second time through avoidable rea
sons. In other words, the doctor's ob
ligation is to grasp in a regular and or
derly way the benefit of his experience
and to apply the ever increasUis wis
dom gained by this process to his work.
Further, the doctor's debt to his pro
fession, to himself, and to society, re
quires that he benefit also by the
clinical experience of his colleagues.
The common experience of his col
leagues in his; and his experience is
theirs. To use common experience
rightly is to use common sense; and as
sense in the practice of medicine mere
is no debate."

The much-disputed question of the
carrying of ammunition aboard the
Lnsltanla when it was sunk by a Ger
man submarine- has been revived by
tha statement of Dudley Field Malone,
former collector of the port of New
Tork who checked the ship's cargo on
her last voyage, that there was aboard
4,200 cases of cartridges for England,
or a total of 11 tons of black powder.
