J. Winslett, national vice commander of the American Le gion and Herbert II. Uplegraff, as sistant director of the American Le gion news service, arrived in town yesterday morning. Though their work is finished at Tucson, at the request of Department Commander Clingan they are visiting the various hospitals here where service men are residing. Mr.' Updegraff said yesterday that the hospital at Tucson was the out growth of an effort by Dr. II. D. M'Ar than, formerly connected with the pub lic health service and himself a suf ferer from a pudmonary disease which brought him to Tucson. Seeing the number of former service men-who had come there, he began in a small way to work for their relief but he quickly discovered that on account of their rapidly increasing number the work must be carried on on a larger scope. Ho went to Washington, where he met Governor Campbell and Director Jones of the war risk bureau, and ob tained their promises of assistance m carrying out his relief plan. On the showing that there were 450 hos pitalized service men there and that 12S others were living in condemned irmy tents, the need of expedition was urgent. The governor had placed at the disposal of the government for this purpose the aid of the state highway department and any other aid that could be furnished. Under the direction ol National Commander Galbraith ?r iti Ameri can Legion, Messra. Winslett and Up- ciegraff arrived in Tucson only a week ago. ' A site for the government hos pital had been selected in Pastime Park. It was estimated that it would take about three months to prepare the hospital" for occupancy. At suc cessive meetings which were held this time was cut down to one month, then to three weeks and then to ten days But the lowest estimate was beaten. Through the. efforts of the whole com munity, comfortable quarters for the invalid service men were prepared in one week. All over the country, said Mr. Upde graif, there is a movement for wider and more general relief for former ser vice men. One plan has taken the form of legislation in the Wasson bill for the co-ordination of the public health service, the Dureau of war risk insur ance and the federal vocational educa tion bureau under one department with a cabinet officer at the head of it. The main object of this plan is to prevent the "passing of the buck," which has so marked the operations oi these various bodies to the detriment and loss of service men, and the num ber of those in need of all the aid the government can supply is so appalling that it is almost certain that the plan will be adopted. It is estimated that the number of invalid service men is not less tiAn 200,000; that there are 56.000 suffering from pulmonary dis eases and that 70,000 are afflicted with mental ailments.
