Business on the stock exchange today was broad er and a little more active firmness during the early and intermediate stages gave way to Irregularity at the close. There were no Indications that shorts had materially reduced their commitments. Oils as, a group continued to gov ern the dealings. Foreign issues were hesitant, their course being iscribed to the heavy export tolls levied by the Mexican government. Rails held and in some noteworthy instances augmented yesterday's moderate gains, presumably in ex pectation that the transportation executive soon would submit a funding plan acceptable to. the Wash ington administration. Otherwise changes were confusion, steels, equip ments, motors and sundry specialties tending mainly upward but easing gradually toward the end. Tobaccos and several of the ooacure iimustria.s were heavy througnout. Sales amounted to 350,000 shares. Further cutting of steel prices is imminent, according to trade author ities. The Iron Age reported -slight revival of buying for railroad and construction requirements but oper ations t some centers show a lower rate of production. . Money on call and time wa comparatively scarce at the opening of trading and rates for both accommodations held at 6 on exchange. Later the quotation fell to 6t47o for call loans in the open market. Announcement of a further reduction in the discount rate in four federal reserve banks was not made until after the market had closed. In the absence of further buying of bills, foreign exchange developed re current weakness. The London quo tation approximated its recent mini mum figure and French and Belgian rates eased, but Dutch and Italian bills rallied slightly. Liberty Issues closed mainly at moderate gains and the general tone of the bond market was firm on a fair investment demand for rails and the more important internationals.
