The letter from "the commission in part, follow: "During the consideration Of the general appropriation bill by th last session of the legislature, a represen tative of this commission appeared before the lawmaker and voluntarily proposed a cut from ' 369.000, the amount originally asked for, to 360,- 000. it being stated at the time that while the original amount waa con sidered reasonable th commission waa willing to tighten up on it ex penditure to the utmost In th In terest of economy. In view of this the proposed further reduction of 33 1-3 per cent will have the meet serious effect of reducing the effi ciency of this department and the alue of it work fully SO per cent. "The major part of our work con sists of supervising and regulating th operation of th railroad and other common carriers and represent ing the state' interest before th interstate- commerce commission. This work has not been slackened or diminished in any degree by the busl ness depression. On th contrary. it la now up to u to fight a w have never fought before In th Interest of just, rtaaonabl and non-discriminatory rate. , "Within tne last 11 month this commission haa been directly respon sible for saving the people of Arizona upwards of 32,000,000 in protesting the general advance in railroad rates ordered by the Interstate commerce commission, and which th railroads sought to make applicable to Intra state rates The testimony of the railroads before the Interstate com mission waa that the refusal of this commission to grant th advance had cost them $133,000 per month for ten months, or a total of $1,320,000. When the Interstate commission finally ordered the rites raised In Arizona several Important exemptions were made, notably on sand and gravel for road making, creamery products, ore and livestock. The saving to the road makers In Maricopa county was $200.- 000, and the saving on the other line exempt will easily bring the total figure to $2,000,000. - Other cases of grave moment to the future of our agricultural and Industrial development are pending before the Interstate commerce com mission and must be prosecuted with all the power at our command. .."Another point to be kept in mind: ' Thla is a revenue oronnclnr de partment. We have always taken In from three to four dollars for every dollar expended. We must maintain the force necessary to do the work or the fees will not be forthcoming. It has always been our desire and purpose to keep our clerical force and administrative expenses down to the lowest possible minimum and with a full realization of th unhappy condi tiin now confronting us we shll re double our efforts in this - direction and retrench wherever retrenchment 1 possible without impairing public interest. Th last session of the legislature added materially to the duties of th commission and added also to th revenue which will be collected by thi department for the tate. TO L The state corporation commission has reached a new and, perhaps, tne last phase in the controversy between the Southern Pacific and the town of Casa Grande for the elimination of a dangerous railway crossing at Casa Grande, where a couple of years igo John S. Williams .former district at torney of Cochise county, and his entire family were killed. xThe railway company agreed to the proposed change to render the cross ing safe, but suggested that it would have to Incur a great expense, a part of which should be borne by the town. It presented an itemized list of changes the expense of making which the town should bear, the total amounting to $3657. The commission believed this de mand to be unreasonable and pass ing upon it said: "It Is regrettable that the company has shown what we deem to be so unfair a disposition and such a deplorable lack of friendly and lust co-operation.
