PAGE SEVEN GREATEST CO-OPERATIVE SCHEME IN WORLD'S HISTORY Gigantic Experiment to Be Made in Oregon by Co-operative Christian Federation-Initial Investment of $700,000 Made. - i - Portland, Ore,. Auk. 8. Oregon la to be the home of the greatest experi ment in co-operation that the world has witnessed. The project is hacked by the moral influence of the Ameri can Institute of Social Service and by the financial powers of two of the great trust companies of this country. The name of the enterprise la the Co-operative Christian Federation, it Is organized with a capital stock of 50,(mh),im)(). The orpanizer and presi dent la Rev. H. E. Wallace, of Port land, Oregon, and the list of Incorpor ators include many of the richest men In the west and many well known fi nanciers. The project is financed by the Title Guarantee and Trust Co., of New York, with assets of $32,000, 000 and the Trust Company of Amer ica with G8.ooO,0(lH assets. One guar antees the principal and the other the Interest on the bonds. Fifty of the leading financiers and business men of the country comprise the hoard of trustees. The Co-operative Christian Federa tion Is the result of many years of work and has grown out of repeated conferences with financiers and socio logists. Bursum, chairman of the territorial Republican cential commit tee, passed through the city this morn ing en route to Santa Fe. Mr. Bur sum is a man who knows a great deal about things that are going on, but seldom talks outside of caucus. ' Mr. Bursum had been out to his sheep ranch; the range was good and sheep were in fine shape, and he was going to the capital to find out the news. Thereupon, Mr. Bursum then closed up. and wanted to Introduce the re-portc-r to Dr. Nathan Boyd, an' old friend of bis. Dr. Boyd Is from I. as Cruces, and is the original promoter of the Ele phant liuLte dam project, it was Dr. Boyd wh ) first conceived the plan of reclaiming the fertile Mesilla valley by a dam across the Rio Grande, and it was Dr. Boyd who went to England and organized a syndicate of his Eng lish friends to carry the project out. The basis of the plan is a profit sharing division of all that the federa tion produces from its land and factor ies and It Is said that the division Is one that Is absolutely Just and satis factory to capital and lalor and that strikes and kindred trouble will be impossible. Many remarkable features that com mended themselves to advanced think ers along soclaloglcal lines are em bodied In the constitution and finan cial plans of the federation. The hu manitarian and Christian side are sev ered completely from the business and practical side of the undertaking, all members expressly disclaiming any interest In the property of the federa tion, confining their claims to the du- I ration of their membership, receipts ; of current wages for their work and i a share of the profits from the entire ' workings after providing for operating an dother necessary expenses, includ ing social advantages, relief for the sick, maintenance of widows and orph ans and residence in federation towns and houses acquired by the members through their earnings. There will be no lawsuits, no dirt, no smoke and no idlers in the towns of the federation. The Btreets will be walks and parks. There will be no overhead electric wires and horses and cows will not be allowed within certain limits. Everything will have Its place and order with a view to the highest conditions of public safety, morality and sanitation. The factor ies will be operated entirely by elec tricity and all artificial light and heat for domestic purposes will be obtained from the same source. The federation has no capital stock, the properties are held In trust and no member has the slightest right to In terfere In the acquirement or develop ment of property. In this way the repayment of the entire principal will be guaranteed at maturity. Sixty per cent of the bond proceeds will be taken for devel opment of the property. The entire enterprise Is unique. It proposes to engage in agricultural pur suits Including all allied Industries, manufacturing all sorts of products that can be made at a profit, and en gaging In transportation enterprises necessary for the development of its industries. It will buy and build rail roads and boats for these purposes. It Is not communistic or socialistic, but distinctly co-operative. A spiritual department Is provided, managed by ordained ministers and supported by one-tenth of the earnings and, products of tho federation. The use of intoxicants is prohibited except for medicinal purposes. No tobacco shall be used on federation property nor on the public streets nor in parks, pleasure grounds, hotels or public gatherings. The laws will be inter preted by a permanent board of arbi tration who will settle all disputes. The by-laws provide that an applicant must sign the declaration of accept ance of the holy scriptures as given by the inspiration of God and of Jesus Christ, the Savior, and the ethics of Christ as the rule in life. Ali members may have their choice of work and all work shall be deemed equally honorable and important. The result will be summed up quarterly and the net profits after all fixed charges and expenses are paid shall be placed In the federation treasury to be used in improvement and ex tension of federation property. The president and originator of the federation, Herman S. Wallace, is a native of Tennessee. He went to work In a sawmill and at the age of 16 be came a competent engineer. On the death of his father he purchased the sawmill. Hje then taught school for a while and then went to Texas where he learned to curse and fight with the same zeal with which he can. preach and 'pray now. He was converted at a Methodist revival and went to college at, Athens. He studied la and was admitted to the bar, coming to Ta coma where he began practice. He then returned to the ministry and in 1897 began developing the Idea of a Co-operative Christian Federation. Virglnia Republican. Roanoke, Va.. Aug. 8. The reor ganized Republican party of Virginia Is holding its state convention here to day for tha purpose of nominating a full ticket to be voted for In Novem-' ber. While the party will put forth every effort to elect its state ticket, the principal stake for which the campaign is to be fought is the legis lature and the election of a United btates senator to succeed Martin Secretary of the Treasury Shaw is here to deliver an address today, and oiner party leaders of national oroml nence will lend their aid to the cam paign later on. There were nearly 500 delegates present when the convention was called to order this morning by Col Siemp, chairman of the state execu tive committee. After the roll bad been called and the opening addresses delivered the necessary committees were appointed and a recess was taken to allow them time to deliberate and make their reports. L. L. Lewis, of Richmond, Is prominently mentioned for the gueberanatorial nomination, with Jacob Yost, of Staunton, the favorite for lieutenant governor.
