Always the fat man has carried with him a rounded bow on which the
beholder saw In his mind s eye the placard: "1 am built thus because I am
laxy." But BiK Bill Taft. the 300-pountler, Is one of the world s hardest

Always the fat man has stood convicted In the chancery of the world s
opinion of being greedy. The worm aia nui ..... ........ -y
a breakfast bath mitt and a soft boiled egg than could the lank scoffer on
beefsteaks, potatoes and pudding. The world did not know that the fat man
habitually eats less than the cadaver who laughs at him. But Big Bill Taft
makes epic the fat man's trouble with the tendency of the little food he eats
to turn Into avoirdupol.
Always the fat man has been looked down upon by the over-earnest be
cause he laughs and smiles and does not take himself or his work with such
deep and tragic seriousness that his brow is wrinkled and his forehead
clothed with gloom. And the world has believed that a fat man is an ea.y
mark because he Is good natured and phlegmatic and sluggish of thought.
But Big Bill come Into the limelight in the glare of which he proves for
all rat men that they don't wrinkle their foreheads because the outward pres
sure of the flesh Is such as to smooth them right out again, and that a fat
man can't look tragic or cross If he trie. But that under that Jellied sur
face the will may be as tense as steel and as hard as flint.
Big Bill shows us that when a man is puffed up with fat he can t very
well hold so much pride, and that while he may strike from the shoulder.
It's hard to strike an attitude.
Fat men have always been forces in the world. Henry VIII. was as fat
as Taft. but he had faults relating to the domestic relations that have made
him unpopular. But he was the brainiest man in Europe in his day. and
Elisabeth, who was as thin as a rail, got her statecraft from him her father.
Oibbon, the historian of Rome, was as fat as Big Bill, and he did more work
In a week than the sprinters could do in a month. Many more Instances
might be cited, but these are enough.
And here comes Big Bill, able, forceful, active, Judgmatical, strong
willed, good-looking and fat. 'But remember what Sam Blythe said: In
some fat men the fat predominates. So It does In lots of fat men. And this
Is the era of the fat man. The future historian will say: "With the admin
istration of Taft suddenly the stature of American statesmanship Increased
to six feet and 250 pounds on the average."
The president suggests that for the purpose of expediting the work on
the tariff Congress should attempt no other legislation at the extra session,
although the president says, that is a matter wholly within the discretion of
Congress. But that there will be pressure for legislation from all sections of
the Union noeody will d'oubt. The tariff act must originate in the ilouse of
Representatives. How soon it will he reported, or how long the House will
flght over the Items of the schedules, nobody need try to guess. It will prol
ably be found that the Republican majority will, in the main, stand by and
pass the bill reported by the Republican majority of the committee. But
some reasonable debate will be allowed, and it will certainly be some weeks
before the bill goes to the Senate, where It must stay as long as any sena
tor wishes to talk about it. And if experience is any guide, that will be a
long time. The question, then, arises, whether the .Senate will sit Idle while
the House Is considering the tariff act. and the House sit idle during the
much longer time that it will be before the Senate. The chances are that
neither house will be idle, but the legislative mill will turn out grist right
along.
Ten years ago the United States took possession of the Philippine la
lands and found them, in pretty bad shape tlnanies low. business generally
depressed, continual guerilla warfare In progress. In a recent report. W.
Cameron Forbes, vice governor of the Islands, gives some of the salient feat
ures of our ten year's occupation, declaring that order has been generally es
tablished, the finances put on a solid1 foundation, school system satisfactorily
started, roads constructed and local self-government almost completed. It
is a record of which the American citizen can be proud and has been accom
plished In the face of opposition both at home and abroad.

The interest which Thursday's inauguration at Washington aroused " all
over the world, as told by the cable dispatches, is sinnillcant of the large
place which the United States now occupies in the world's .-yes. A few years
ago a presidential inauguration would be covered in a column or so in the
newspapers of European capitals; now, the dispatches say, they spread well
over a page in most of the large papers of Iondon. Paris, Berlin and elsewhere.
Mexico has been framing new immigration laws similar to those' of the
United States which, it is said, will greatly aid the border otllcials who have
had a great deal of trouble In keeping undesirable foreigners from (locking
over our border. The new regulations may work in the way expected, but
Mexico will have to exert herself energetically If she means to help us to ex
clude the Chinese and Jupanese, who make the sister republic a sort of ante
room to this country.

pronounced Insane. In the event that any of his victims die he can plead
