The New Mexican is the oldest new spaper in New Mexico. It Is sent to every postofflce in the Territory, and has a large and growing c'rculatfa 3 among the intelligent and progressive people of the Southwest. ANNEXING EL PASO. Sonic time, ago it was said that un less New Mexico annexed El Paso, El Paso would annex New Mexico. There is no longer any hope or danger of either occurring for El Paso's antag onistic attitude toward Kew Mexico's most important interests has killed all desire for the two to be under one government, aside from the fact that El Paso in New Mexico would prob ably make this commonwealth Demo cratic. But there is historical reason for the eastern boundary of New Mex ico running straight down to tha TUo Grande or at least for following the Pecos to the Rio Grande. Speak ing of the early days when El Paso was de facto part of this common wealth, the El Paso Herald says: "It was impossible for Texas of ficials to reach El Paso to attempt to administer the laws. Only troops crossed the country between here and San Antonio in those days. El Paso was an important point on the border inasmuch as all the business between Santa Fe and Mexico was carried on over the border at El Paso. Santa Fe was the headquarters for all the troops west of the Mississippi river at that time and was virtually the center of government for the great unexplored region that lay in the path of advanc ing civilization headed for the Pacific. Customs law had to be enforced be tween the two countries and the Unit ed States had to have officials at the Port of Paso del Norte, so they were appointed and sent out to Franklin. These officials had to Tip under some authority with whom they could com municate, and, it being impossible to place them under the collector at Gal veston, Texas, the only other customs I ELKINS FOR SENATE LEADER. ! Senator Elkins is to be the leader I of the Senate when benators Aldncli and Hale retire at the close of this Congress. It will be a fortunate day for New Mexico when the transfer of leadership is made. Of the ninety-two members of the United States Senate, forty-seven, or more than one-half, are serving their first term, and fourteen of this num ber have held their seats only since the beginning of the administration of President Taft. The New Mexican lias advocated a sane Fourth of .Inly celebration for years past, in place oi pig races, squaw races, fire crackers and a lot of noise ir would substitute patriotic ora tions and programs, a historic pageant I that could be made unique on account of the rich traditions of this city and the varied costumes of the peoples that have lived in and around it the I past three centuries. It is certain I that such a pageant, would attract hun- ' dreds and eventually thousands from all pans of the territory while the customary racket does not draw one tenth that many and drives the aver age citizen into the canons or the woods to escape it. All over the country, just at this time, the anticipation of the Fourth of July is felt in schools and homes as well as in business. The "sane Fourth" idea has made a deep impres sion in every state and in every city, and it is safe to say that pageants and parades and rational public cele brations of the day will be more gen eral this year than ever before. H. T. McConnell in the June num ber of Popular Mechanics suggests methods of celebrating adaptable to both small towns and largo cities. Pageants are the chief feature in. all such celebrations, and a number of il lustrations show how floats may be at tractively decorated. He says: "There is no limit to the variety of ideas for getting up floats. Every community has its traditions and its history, and almost all have their special industries. Length of service in an elective office is usually evidence that the man thus honored is able to carry out the wishes of the people. BROWN Acent Phone No. 23 Red courts of New Mexico took jurisdiction here also and all the laws were ad ministered from Santa Fe, hence, all communications from Washington that were intended for officials at El Paso in the fifties and earlier, were directed to Franklin, New Mexico, and the fed oral government knew not the state of Texas in the administration of the laws in western Texas. I suppose Texas had enough to take care of else where, for I never heard of a protest at any usurpation of authority on the part of Xew Mexico. Anyhow, the western part of Texas was not consid ered worth anything then there was too much rich land to be had in the central and southern part of the state and nobody cared in Texas who claimed or exercised jurisdiction west of San Antonio, just as long as Mexico didn't try it. Payne, is now more than half-way through his thirteenth term. Speaker Cannon has been in the House thirty five years. The revolt against the old regime in the House is led by men now serv ing their fourth term, whereas the most conspicuous "insurgent" senators have not completed their first term. pie.
