One of the most spectacular things that happened in the conservation congress was the exposure of the way in which the power trust had packed the delegations from a number of southern and western states. Ala bama was the classic example of their work. On the floor of the convention a young man stood up and announcing himself as a member of the Alabama delegation, took off the lid. In a most sensational way he showed how the members of the Alabama delegation had been appointed at the instance of the Alabama Power, Light and Trac tion company. Governor O'Neill did the nominal appointing. (He is Un derwood's friend and supporter.) The real selection was made by the pres ident of the Alabama Power, Light & Traction Co. Senator Bankhead head ed the delegation as chairman. This young man C. L. Watts is his name, and he is secretary to Repre sentative Richardson of Alabama and clerk to the house committee on pen sions at the risk of his job, told these facts: The delegation, he said, in ad dition to Senator Bankhead and Con gressman Burnett of Alabama, was composed of W. T. Lay, president of the Alabama Power company, J. W. Worthington, vice president of the Alabama Power, Light & Traction company, which is the holding com pany for the Alabama Power com pany and several other smaller com panies, Frank S. Washburn, one of the directors of the Alabama Power, Light & Traction, the general counsel of the same concern, the son of one of the Alabama congressmen, and two other members who at all times voted with the majority of the delegation. Watts showed that this power mer ger owns 96 per cent of the develop ed commercial power in Alabama, and that they have under their coutrol 1,300,000 horsepower, developed and undeveloped, in the state. He showed how the state of Ala bama in 1907 granted to this power merger all the rights that the state ought to have kept. They were grant ed the right of eminent domain, the right to .manufacture, they were ex empted from taxation for a period of 20 years, they were given the right to the use of the beds of all navigable streams in Alabama without coming to the legislature for permission; in effect the state has granted away to this group of power interests all of its sovereign authority. Watts then showed that these rep resentatives of this special interest are the kind of "representatives of the people" who want to "conserve" the natural resources of Alabama by hav ing the federal government turn over to the states all its public lands, for ests and power sites and allow the states to "protect" them as Alabama has done. Young Watt's exposure followed an impassioned speech by Senator Bank- head of Alabama, who had deplored the failure of the attempted Coost river dam steal. "I myself was appointed at the in stance of the president of this power company," said Watts, "but he didn't know how I was going to vote!" Watts showed that it was the plan of the Alabama delegation to prevent dis cussion of the report of the water power committee on the floor of the congress and to throw the report into the committee on resolutions. "They said to me," continued Watts, "what we want is to get the report into the committee on resolutions and then we'll fix It! And," he continued, "the president of the Alabama Power, Light & Traction company is the member from Alabama on the committee on resolutions!" The convention broke into a pande monium of cheering as Watts conclud ed his dramatic statement. Neither Senator Bankhead nor any other member of the Alabama delegation at tempted to answer the charges made by young Watts. The latest figures of the depart ment of labor show that retail prices of the principal articles of food in forty of the most important industrial states of the United States on August 15 were higher, with the one excep tion of sugar, than at any time in the history of the country. Comparing these prices with aver age prices for the ten-year period be tween 1890 and 1899 every article ex cept mi ear advanced. These ad vances .were as follows: bacon 139 per cent; pork chops 124.5 per cent; round steak 104.4 per cent; smoked ham, 92.2 per cent; sirloin steak, 79.3 per cent; rib roast, 76.5 per cent; po tatoes, 75.2 per cent; hens, 73.2 per The climate folder, neatly printed on fine paper, profusely illustrated and answering many a question, concern ing the effects of high altitude in the chase for the cure, has been mailed to the members of the Santa Fe Cham ber of Commerce. Baltimore, Md., Nov. 28. The White House bridal couple, Mr. and Mrs. Francis Bowes Sayre, spent this morning in Baltimore and had their Thanksgiving day luncheon with Mrs. T. Harrison Garrett at Evergreen, the Garrett country estate on Charlfs street. According to Mrs. Garrett's secre tary, Mr. and Mrs. Sayre arrived at Evergreen this morning by automobile and left in the same way at about 3 p. in. Tlieir visit was guarded with the closest secrecy and it was said that It was not known where they had gone, although the Indications that they had returned to Washing ton. They were accompanied by Mr. and Mrs. Robert Garrett.
