The Council. YESTEBDAY AFTERNOON'S SESSION. The council met with full attendance at 2:15, the president in the ohair. Mr. Victory reported the fulfillment of the duty of notifying the governor of the legislatures organization and moved that the report be adopted and the com mittee discharged, which was accordingly done. The council then adjourned to 10 a. m. this foeknoon's session. All interest this morning centered in tho governor's message which was to be read at the joint session of the legislative assembly which occurred at 11 o'clock at the U. 8. court in the federal building. The proceedings in both the council and home were therefore of a perfunctory nature. At the counoil three members testified indifference by remaining away from the morning Besmon. The rendu g of the journal occupied about twenty minutes and ultimately promoted a breeze upon the etymologioal significance in parlia mentary procedure of the wards "re ceive" and "adopt" as applied to the re port of the committee on notification. These usually inoffensive words "re ceived" a generous amplification. The counoil at last refused to "adopt" the report, but agreed to "receive" and "adopt" it, which casuistry noted as a balm upon tired tongues. Yesterday's session was opened by a plea for another stove. To-day Mr. Bunker's face reflected the radiance from the single heater in the council room, and as he did not want a certain inter esting vice attributed to him, he moved that a screen be thrown around the "Irondale" inferno in his immediate vi- oim'iy. He thought the territorial sec retary co.lid afford the relief, but was informed that that gentleman was officially "busted." With a look of hope lessness Mr. Bunker lapsed into his seat. Noticing the despair depicted upon the usually benignant and complacent face of the Ban Miguel senator, the president said that he thought "we could arrange o that the repose and love of life of the gentleman from San Miguel might survive." Council then took a reoess to reas semble in joint session with the house of representatives at the place designated. Mr. Hinkle, chairman of a committee from tho bouse, reported that the house was ready to meet the council at the counoil chamber to proceed in a body to the United states oourt room. It was moved that the report of the committee be accepted and the committee thanked for its courtesy. This was done. Recess until 10:51 was then taken. THIS AFTEBNOON'S SESSION. Mr. Lacome, as chairman of the com mittee to notify the governor ot the ' organization of the legislature, reported its duty fulfilled. On motion the report was accepted and the committee dis charged. Upon motion of Mr. Carr a committee composed of Messrs. Carr, Hinkle, Pico, Lacome and Martin appointed to in vestigate the eligibility of Mr. Christy to a seat in the hi. use of representatives, was appointed by the ohair. Mr. liinkle moved that two members of the miuoruy be added to the committee on rules. There being no objection Messrs. Clnncey and Can were added to the committee. Upon Mr. Hinkle's suggestion that a conference committee should be named on the compensation to be allowed em ployes of the respective branches of: the legislature, Mr. Pino offered a reso lution to that effect ,which was adopted and the following were designated: Messrs. Locke, Gallegos and Vigil. The house then adjourned to 10 a. m. to-rluy. this iobenoon's house. At the house the same general charac teristics prominent at the council pre vailed. There was a full attendance. Mr. Martin introduced a resolntion sympa thizing with the Hon. Miguel Martinez, of San Miguel, in the loss of his son which lately transpired. The lesolution was adopted. The journal of the last day s proceed ings was appToved. Upon motion the speaker appointed Messrs. Hinkle, Carr and Cluncey a committee to notify the council that the house was ready to enter into a joint session. On nomination ot Mr. fino, Mr. A. a. Redding, of Albuquerque, was elected expert typewriter, and on motion by Mr. Martiu, the committee of conference on employes' compensation was instructed to arrange if possible for the creation of the oliioe of assistant interpreter. Mr. Lacome moved that the territorial libra rian be requested to supply the house with copies of tho compiled laws of 1!H, and amended by Mr. Miguel Martinez to the effect that the request include the session laws of 1887, 188!), 1891 and 18U3. The motion as recommended prevailed. Mr. Hinkle announced that the Christy investigation committee would meet at the house at 2 o'clock this afternoon. The house then took a recess until after the reading of the governor's message. THE JOINT SESSION. Upon the convening of the joint ses sion at the federal building, Mr. Curry in the chair, Mr. Demarais moved that a committee of three members of each house be appointed by the presiding o Ul cer to escort the governor to the joint assembly. The motion was carried and Messrs. Galles, Larragoite and Desmarais, of the counoil, and Hinkle, Clancey and Pino, of the house, were designated for that duty. Brave men and beautiful women as sembled in n vast concourse to attend the reading of the governor's message. Every seat was taken at the hour of 11 o'clock, at which time his excellency promptly appeared under committee escort add tts promotly proceeded with the duty of the day. Upon the hitherto judicial tribunal sat to the left of the governor, his grace, Archbishop Chapelle, upon whose rotund figure the symbols of good health again had resumed their places; to the right were the president of the council and the Bpeaker of the house; all evidencing the calmness and juuge like dignity of "grave and reverend seignors." The governor read his message in a quiet unspectacular manner, the deep black of his garments well setting oft the pale ness of his countenance and the solemnity of some of his recommendations to the legihliiture. Nearly every man of eminence in any walk in the territory was present and listened with earnest attention to the prudent suggestions of the territorial executive. At the conclusion of the reading of the message Mr. Larragoite moved that the translation of it be dispensed with. This was agreed to. Upon motion of Mr. Desmarais a vote of thanks was extended "to the governor upon the excellence of his message through the presidiug officer, President Curry. This duty the president fulfilled with universul commendation. He promised that t he recommendations of the governor should receive faithful consideration; ex pressed his gratification at the showing made an to the prosp rous condition of the territory; complimented the executive upou his fearless enforcement of the laws, the rapid extirpation of crime and the incarceration of criminals, and as sured him that he wonld receive the co operation of the legislative departments of the territory as well as the Uod-speed of nil good citizons. Mr. Victory moved that the joint ses sion dissolve to meet forthwith at their respective chambers. The motion was carried. Leulnlutlvo Clint. Alex Gnsdorf and .Alloys Schenrich, prominent citizens of Taos county, were about the legislative halls to-day. The clear cut, classical face of the Hon. W. E. Dame, speaker of the bouse of rep resentatives, is an index of the metal thnt is in the man. Councilman J. Frank Chavez was ac companied to Santa Fe by his wife and little child. They have apartments in the Delgado block on water street. A Member: "Please, dear, good Mr. Carr, won't you stop objecting so we can get down to business? Remember Hol- an!" But Mr. Carr is awatcntui, pains taking, scrupulous legislator." How like the voice of Actor Robson is that of the president of the senate! One almost expects to see him toss B penny to determine whether he Bhall buy or sell stocks as "Bertie, the Lamb." The Albuquerque Citizen is inconsist ent, as usual. On its editorial page it says:. "Fort Catron is impregnable. Long may its battlements frown down upon the historio plaza of Santa Fe." Un its news page it has a head line which says: "Republicans of the house sur render and give in. Heavy snow-fall in southern Europe." The Citizen should have said: "And the next day it snowed." "Gov. Thornton virtually admits that at the least the counoil would have stood six to six if the law was strictly followed that is, he taoitly admits that the equi ties for swearing in purposes were with J. M. C. Chavez and J. A. Ancheta as against Larragoite and Miles." Albu querque Citizen. The governor was seen about this to-day and he said he admitted nothing of the sort, fully endorsing the action ofSooaetary Miller in the premises. The Citizen is evidently pretty badly rattled. A dispatch from Springer of date the 3d inst., says: "The new board of county commissioners met yesterday and organ ized by the selection of Thos. Fisher for chairman. The first official act of the new board was to make a re-canvass of tho election returns of this council dis trict, ahd as might be expected, they re versed the order of the retiring board by granting a certificate of election to A. C. Voorhees." Indeed r And thereby nn at tempt is made to give the notorious elec tion frauds in Colfax the stamp of official approval, eh? What boots it? Mr. Voor hees is out and the duly elected member, Mr. Aboytia, is in!" Mr. L.W.Lenoir, clerk of the district court for the 3rd judicial district, came up from Las Cruces last night with the court reoords necessary for a foil investi gation of the pending charges against A. L. Christy, the would-be representative from Grant county. Mr. Lenoir will tes tify before the hsuse committee ap pointed to look into the charges pre ferred. It is stated that the proof of Mr. Christy's shortage is of an indubitable character and that the alleged receipt he holds covers only a very small portion of the shortcomings charged to Mr. Christy's acoount while clerk of the oourt. Publications have been industriously made by the Albuquerque. Citizen in its last issue or two to tho effect that secre tary Miller seated Severino Martinez, the Colfax JJemocratio representative, in stead of G. W. Cook, elected on the Ko' publican ticket, en a telegram from the county commissioners to tne ettect tnat h certificate would be issued to Martinez by the board. In this statement as usual the Citizen studiously avoids the truth, the only respect in which its publication has n show of truth being the statement that Secretary Miller aoted upon a tele gram from the board of county commis sioners from Colfax county. The tele gram was a statement that a certificate had been issued to Martinez and embodied in the telegram was an exact copy of the certificate issued showing that on a re oonut of the vote the evidences of fraud required the throwing out of two pre cincts and the issuance of a certificate of election to Martinez by the Colfax county board. The next mail brought to the secretary's office, duly signed, the certifi cate of election of which the telegram was a copy. In recognizing the tele graphic certificate, Secretary Miller simply performed the duty imposed upon him by law. Had he done otherwise than to swear in Mr. Martinez, he would have done a serious injustice to a man whom the proper authorities certified to have been elected. In the list of its JNew kears resolutions, the Citizen evidently omitted one resolving to quit misrepre' sention. SATURDAY SALAD. A notable social event was the banquet tendered the choir of the Cathedral by Vicar General Fourchegn and Father Gar tner at St. Michael's college last Sunday evening. A sumptuous repast greeted the guests on their arrival nt the spacious dining hall at the college and the evening was in every respect a memorable one. At the banquet board Very Rev. The cathedral ohoir has won very many com pliments on the excellence of its music since its recent reorganization, and the compliment paid them in this banquet was as highly deserved as it was thor oughly appreciated. Hall, for the purpose of initiating some of their young gentlemen friends into the mysterious art of sewing, and right merrily did they do so. The attempts of the young men at hems, tucks and stitches were pleas antly varied by games and tho service of delightful refreshments. During tne latter part of the evening, the products of masculine efforts with needle and thread were collected and inspected criti cally by the members of the ' bee, with the result that Dr. dames Brady was awarded the first prize, a handsome stamp-holder, and Mr. George Brady the booby, a comp'ete set of things neces sary for sewing. The members of the bee present were Misses Loomis, Ilfeld, Staab, Gulliford, Hurt, Helm and Wedeles and their guests were Mr. and Mrs. Hall, and Messrs. F. Hudson, George and James Brady, Staab, Pope, Kilbourue, Seligman and Spiegelberg. An occasion thoroughly uuiqne in its pleasure was that with which Ciipt. and Mrs. John L. Bull ia complimented a com pany of friends last Saturday evening. Progressive hearts was the game that oc cupied the pleasant hours before the service of the snmptuous hot supper about 11 o'clock and an exciting con test it was for the handsome prizes offered. Miss Staab won the first ladies' prize, a handsome card case; Miss Ilfeld the second prize; and Miss Morrison the booby prize, a Brownie spoon. Among the gentlemen Mr. Arthur Seligman won the elegant pen holder, Mr. Spiegelberg, coat marker, and Mr. Arthur Staab a Brownie cravat clasp. Theguests were Mrs. Duncan, Misses Gulliford, Morrison, An derson, Egan, Jones, Wedeles, Solignao, Staab, Ilfeld and Loomis, and Messrs. J. D. Hughes, Combs, Kilbourue, Jones, Mor rison, Staab, George Brady, Spiegelberg, James Brady, Hudson, Pope, 1'. H. Har roun and Arthur Seligman. Mr. and Mrs. E. W. Franz charmingly entertained a few friends at a card party lasii Monday night. Fiske, Miss Wedeles and Mr. C. E. Doll. It was tho general remark that this Year's New Years' celebration was one of the most enjoyable ever known in Santa Fe. The presence in the city of many visitors and their calls upon our people proved the source of mutual pleasure. The custom of New Years' calling is one that should be perpetuated, instead of be ing allowed to lapse into non-observance as is tho case, at present, in many com munities of the cast. Its influences upon neighborly hospitality permeates and gives social life to the whole year. The Fifteen club met on Thursday afternoon with Mrs. J. L. Marsh. The literary exercises consisted of a paper by Mrs. Marsh on the burning of Washing ton and the battle of New Orleans, and a reading from Owen Meredith by Mrs. Warner. Under current events, Spain was the special topio of discussion. Mrs. Shannon acted as critic of the afternoon. The club meets on next Thursday at the residence of Mrs. Shannon. La Tertulia Idiomatica met with the Misses Msnderfieid last Saturday after noon and had a delightfully Bocial time, some delicious Spanish chooolate adding in no small degree to the fluency of the Castilian tongue. The membership of the society has beon limited to ten, which for an afternoon gathering is perfect. The meeting this afternoon will be with Miss Maggie Fleming at her mission school in the northeastern pag of the oity. A very enjoyable impromptu dance ooourred at the Social club Thursday evening, attended by quite a number of the members with a sprinkling of visitors. The pleasures of tho occasion were not terminated until a late hour. The Social club is more than proving the important factor in Santa Fe social matters that was expected at the time of its organiza tion. Tho regular semi-monthly meeting of the Amaranth club was held at the resi dence of Mrs. A. P. Hogle on Monday i evening (New Years Eve), a very large number of the members and invited guests being present. The literary and musical features of the evening were highly entertaining nnd instructive. Misses Ruby Lynch and Sadie Holzmnn returned last Tuesday from Denver. They are being visited by Miss Minnie Holz maii, of Las Vegas. The latter returns home to-morrow. Mrs. J. Frnnkel and her daoghter Miss Rose Frnnkel, from Oskaleosa, Ian have arrived at the sauitarium where they will be for some weeks for the benefit of the former's health. Rev. C. L. Bovard, tho presiding elder of the Methodist church, is up from Al buquerque and supplies Rev. Madden' pulpit to-morrow. Representative and Mrs. J. F. Senator Pedro Peren, of Albu querquf accompanied by Mrs. Perea are the guests of the sanitarium. Lieut. James A. Anderson is expected back to-night from a trip of several weeks to Colorado Springs. Councilman W. B. Bunker has apart ments at the sanitarium for the legisla tive session. Mr. John Franklin, a member of the Eddy bar, is visiting tho capital. ROUND ABOUT TOWN. A warm breeze drove of the threatened snow storm to-day. Clean cotton rags wanted at this office for machine purposes. The firemen's ball on New Years night was a great sucoess and quite a neat sum was realized for the purposes in view. An extra large edition of the Spanish edition of the New Mexioak was issued at 10:30 to-day, and the newsboys reaped a teal harvest. . The Democrats of precinct No. 1 meet to-night at Trinity hall to nominate can didates for justices of the peace; while the Democrats of precinct No. 18 meet also to-night for the same purpose at the house of Bernardo Sais. By reference to an advertisement in this issue it will be noted that County Tax Collector Solomon Spiegelberg is now prepared to receive the payment of taxes. His office is at his place of busi ness on the plaza. He has appointed as his deputy Mr. A. F. Spiegelberg. In the oase of John S. Thompson vs. the Sandia Mining and Smelting com pany, Judge Lnughlin to-day refused to grant the motion of tho defendant to dis miss the oase on the ground that Mr. Thompson had filed no replication, and gave the latter further time. Judge A. L. Morrison represented the plaintiff and Mr. W. B. Childers the mining company. Under the ruling of Judge Langhlin to day the treasurer of Rio Arriba county is debarred from paying any warrants for publio school teachers' salaries until fur ther order of the court.. This was done on application of Jose Manuel Duran, setting up the fact that he and many oth ers in the county had without cause been removed from their offices as precinct school directors by School Superintend ent Larragoite; that they were acting con temporaneously with opposition boards, and that there was a certainty that con flicting warrants would be presented to the county treasurer by the petitioners on one hand and the Larragoite ap pointees on the other. Jndge Laughlin n few days ago passed an order directingthe treasurer to answer in the matter. This he failed to do, and the above order made to-day is the result. Until the rights of the conflicting olaimants are settled by the oourt, the Rio Arriba school teachers will have to wait for their salaries. Mr. L. A. Hughes, who has been in Cal ifornia for some weeks, reports that the heavy rain's out there have given a won derful impetus to irrigation and to all lines of agrioulture and fruit raising and that the people are confident in the belief that California is on the verge of a great boom. 'The recent great damage dorie tr the Florida orange crop is also a source of great business satisfaction to the Cali fornia fruit raisers, ns it means that Cali fornia oranges will receive a wider mar ket and better prioes far some time to come. Mr. Hnghes while away did a goed deal of work on the Peralta grant case in behalf of the government; and in co-operation with Mr. Reynolds seoured a large amount of valuable testimony that will be used at the hearing of the case in the land court. Judge Laughlin this morning filed n decision on the application of the Postal Telegraph company to be allowed to re tain its wires on the Santa Fe bridge across the Rio Orande just below Albu querque. Tlior .lult is a victory for the Postal company over its rival, tlis West ern Union people. The latter company opposed the granting of the petition on two grounds: First, that .Judge Seeds had already decided the oase. Seoond, that the Western Union had the exclu sive privilege of us'ng the bridge under its contract with the Santa e road and the receivers of that road. A letter from Las Crnoes to Mr. Quin tus Monier, of date yesterday, states that Frank Rochas was found dead at his ranch house near La Luz, a few days ago. His friends believe that he was assassi- ' nated, as previous attempts have been made. He was a Frenchman, and was favorably known in Santa Fe as an ex pert worker in wood. A correspondent of the New Mexican writing from Park View, Rio Arriba county, states that the New Years servioes at tho cathedral there were uf a most im posing nature.
