college university education for col
ored people Is urgsd by Dr. Thomas
Jssss Jones of the United States bu
reau of education In a report on ne
gro' education laeued today.
Dr, Jones points out that most of
the negro Institutions calling them
selvaa colleges are poorly -quipped
and Ineffectively organised and admin
istered. The location of two or more
colleges for negroes In Selma. Ala.;
Little Rock, Ark.; Atlanta, Now Or
leans. Holly Spslnes and Jackson,
Miss.; Greensboro. N. C., Columbia and
Orangeburg, 8. C., NaehVll-le, Austin,
Marshall and Waco, Texas, Indicates
a wasteful duplication of coljegisto
effort, the report says.
The bureaus’ report suggests that
all agencies Interested in negro edu
cation co-operate in the development
of a-few Institutions of university anu
college grade. There seems to be gen
eral agreement that Howard Univer
sity at Washington and Fisk Univer
sity at. Nashville are the most prom
ising Institutions for development as

first-class colleges be located at Rich
mond, Atlanta and Marshall, Texas.

CHICAGO, July II.—Prospects of liberal
Imports of corn to the United States from
Veneausla rare considerable Impetus today
to the downward swine of the corn market.
Despite somethin* of a reaction, prices
dosed 14 to % cent net lower, with Septem
ber IMS and December 11.14)1 to $1.14 Si
Wheat finished t cents to 11 cents down,
and oats 1)4 cent off to )4 cent advance.

It was the first tints In history that corn
prices bore had ever been affected by con
ditions In Veneausla. Notwithstanding that
only a slnrle email cargo had yet arrived
In thin country, the fact that the Veno
tuetmns were said to bo about to harvest a
bi* crop and that most of the sruplus waa
perhaps destined for shipment soon to tho
United States, attracted Instant attention.
Bearish sentiment was also Increased by
favorable weather today In Illinois and
most of the other bl* producing States, and
by an attendant general Improvement' of
