Clark Explains Valdez Dike Bill Gov. Walter E. Clark gave out the following statement, with reference to the Valdez dike bill, this morning: "A copy of the act making appro priations for the support of the army in the next fiscal year, received at the Govenor's office this morning, shows that an appropriation of $155,000 has been made for ' construction and main tenance of military and post roads, bridges and trails' in Alaska. It is provided that not to exceed $55,000 of this amount may be used by the board of road commissioners for the protection of the signal corps building and terminal grounds of the Alaska military cable and telegraph system. It is the intention to use this money for the project commonly known as the Valdez dike, a work which is in tended to protect the town from neigh boring glacial streams. The fact that neither the towu of Valdez nor the dike project is specifically mentioned in the appropriation evidently misled the Interior Department several days ago when telegraphing to the Gov ernor that no appropriation for the Valdez dike had been made. The (55,000 appropriation was first pro posed last year in a separate bill which went over in the Senate on the abjection of Senator Overman. Later an Senator Overman made inquiry of Governor Clark, who was then in Washington, as to the merits of the project, and upon the Governor's fav arable explanation and his promise ;hat he and Colonel Richardson, chair nan of the road commission, would secure a more detailed explanation of he matter from the War Department, Senator Overman withdrew his ob ection and the appropriation was nade in the Senate as a part of the ?iver and harbor bill. The item was traded out' in the conference commit ee. Colonel Richardson renewed the ifTort to have the Valdez dike project avorably passed upon, and it seems ms succeeded this year by having the tern placed in the army bill."
