Among her passengers were the following for Douglas: Humboldt?Charles Burgquist, D. Castell. Z. Aglela. Alex Soukah, and five steerage. Spokane?Miss May Graham, L. C. '? Larson, and fifteen steerage. DOUGLAS, March 26.?The Ladles' League will meet tomorrow afternoon at the Congregational church at two o'clock. Tomorrow night at 8 o'clock there will be choir practice at the same church. Tonight at the Treadwell Club there will be a meeting of the Treadwell firemen, at S o'clock. Three reels of motion pictures will be shown. The steamer Jefferson landed at Douglas this morning on her way to the South. James McKanna, of Juneau, was on the Island today. Fred Hile Is moving from over the Tavern Cafe to the L. H. Keist resi dence on Third street. There will be a rehearsal of the Treadwell orchestra tomorrow night at the Club. F. M. Emerson, who used catch on the Fort Seward ball team, has accept ed a position at the cyanide plant. Louis Long, who has been out fish ing for the last couple of months, is in town. Shoups Juvenile Court bill passed the House yesterday, but not without' a struggle. The final vote was not ta ken until the House as a committee of the whole dissected the proposed law and passed on it section by sec tlon. The author led the argument for its adoption setting forth its virtues as a help to the humanitarian move ment that i snow abroad in the land. It provided a security for children in the formative period of character building: children should be trained not punished. Juvenile offenders were not all susceptible to reform, yet the greater number who have become de praved by evil environment can be morally improved by proper methods. Delinquency, it was argued, is due to environment rather than to innate ten dencies. The remedy is to change en vironment and train children to obed ience to law and order. Fixed sentenc es are inadvisable because each indi viduality is different. There should be Institutions with discretionary powers. Under the bill the board of guardians can appoint agents in every locality and arrange with in stitutions so that juvenile courts can know where to commit delinquents. By giving existing courts authority in the matter advantage is taken of ex isting machinery and the Judge is al ways present. Ingersoll opposed the bill, saying that it should not be rushed through. He wanted to delay action on account of possible legal points that had not been properly considered. Mr. Gaffney said that he did not believe there was any burning neces sity for a passage of the bill at this j time. Mr. Aldrich opposed the measure because Indian children were included and offered an amendment covering that point but was defeated. The bill was warmly supported by Speaker Collins, and Representatives Jones, Burns and Driscoll. On final passage everybody voted for it except GafTney. This property, which was patented ' about two years ago. compromise some of the finest building sites in Juneau, and its coming into the mar ket at this time will, to a limited ex tent, relieve the demand for residence lots, which has so far exceeded the supply. There are, however, only twenty-nine lots in the subdivision, most of thorn fronting on the new street named Golden Belt avenue which has been laid out through the addition. These lots are about all the really desirable sites for homes that are left, and they will undoubtedly be taken up by home-seekers in a very short time. Six have already been spoken for. The subdivisionai survey and plat is the work of Lang Cobb, who will have the handling of the property for the owners. ANNOUNCEMENT Important business matters will keep me away from Juneau for the most of the next year, therefore I can not accept the nomination for election to the city council. 3-26-lt. JOHN PETERSON. DOG POISONERS ARE ABROAD IN JUNEAU It is reported to The Empire that some miscreant is putting out poison for dogs. A well-behaved dog belong ing to a family on Calhoun road died from the effects of poison yesterday and the owners of pet animals are be coming alarmed. His trial will take place this afternoon before Commissioner G. C. Winn. He is an old offender, having just completed a four months' term on a conviction for a similar offense, com mitted at Ketchikan.
