During the municipal year that is coming to an end Juneau has made substantial progress along permanent lines?and that in spite of the fact that the administration found a large debt hanging over the city when it came into office, and demand for the ex penditure of money everywhere. They found the streets and sewers in a de plorable condition and the schools un housed. In spite of this condition there has been advancement la every branch of the city's affairs. The schools are pro vided with quarters (or another year; we have a substantial City hall that will serve the city well for many years; j the streets are in better condition than ever before: the sewer system has been improved: the streets have been numbered, and a start has been made toward better fire protection. The charges that have been made against the administration by those who are candidates for city positions themselves have been general in terms and unsubstantiated in any particular. There have been few complaints on ac count of the assessment and collec tion of taxes and no evidence of par uauy wnaiever: ;ne cuy wnan nas made the same rates to all who have used It: there has been no graft or robbing or any of the other charged crimes committed by city officials. The | people know this and they have known It all the time. The Empire believes that those; members of the old administration?; Mayor Carter and Councilman Case and Ceddes?who are candidates for re-election should be retained in thei . . ... ' government of the city because the; have made good and they are familia with the city's affairs. It Is usuall; regarded as not good policy to chang< a whole administration at one time The law provides against it in the Na tion and nearly all of the States anc 1 municipalities of the country. In A1 aska the law provides for hold-ovei members of the Legislature. Juneat should profit by the general exper lence. The candidates on the ticket with them?John Reck. John R. Willis. Wil liam Britt and C. W. Fries?are all j public spirited men who have had wide experience in public office and general business. With the affairs of the city in the hands of these men, in association with a minority of the old council, the people can rest se cure in the knowledge that Juneau will continue to progress along safe lines. A vote for the Citizens' ticket will be no mistake. The administration is counting upon a majority of 16 for the free tolls re peal bill In the Senate. If it is as con servative in its estimate of the Senate vote as it was of the vote in the House there is no question as to the fate of the measure. It predicted a majority of 75 for the bill in the House and it secured a majority of S6. Judge John E. Humphries of Seat tle has announced that he will be come a candidate for the State su preme court next fall. That is good It will give the people an earlier op portunity to show him jest what they think of him than any one had hoped for. Every man and woman In Juneau who has the right to register and vote should do so. The registration books will close at 5 p. m. tomorrow. This is a last warning. Before The Em pire reaches its readers again the books will have been closed.
