WHILE the platform upon which
Delegate Wickersham has an
nounced that he will make his
fourth campaign Jor Delegate to Con
gress is good as far as it goes, it does
not measure up to the requirements of
the situation. The hour is at hand
when the people of Alaska must have
greater participation in their govern
ment. There must be a wider measure
of home rule In the North. The people
of the Territory must begin common
wealth construction. The manage
ment of our affairs must be in the
hands of those who live here and un
derstand them.
When Delegate Wlckersham secur
ed the passage of a Territorial form
of government act for the people of
Alaska ho admitted that It was not
the kind of an organic act that the
people of the Territory should have.
He confessed that there were too
many limitations upon the Territorial
I-egislature. He agreed that the peo
ple of Alaska should have more to
say in their affairs than was given
them. He excused the shortcoming of!
his measure, however, by explaining!
that It was the best that we could
expect to secure from an adminlstra-j
tion that was opposed to any measure
of Alaskan self-government, and said
that it would be a start at least, and
that defects could be cured later.
The people of Alaska with reasons
that were sufficient agreed with Dele
gate Wlckersham's statements and his
explanation.
But we now have an administration
that is in favor of a full Territorial
form of government for Alaska?a gov
ernment that would place many gov
ernmental functions that are now cen
tered In Washington in the hands of
the people where they would be for
ever safe from the manipulation of
professional dealers In National capi
tal influence.
The time for taking up this phase
of the Alaskan situation is now. The
inauguration of development work
here by the Federal government has
dispelled the last shadow of doubt
about the permanency of Alaska's in
habitation. and it has assured us a
fast and permanent growth. Exper
ience has shown that happiness of the
people and growth along the right
lines are promoted by self-govern
ment.
The absurdity of government by
Congress was illustrated only yester
day when a Wisconsin Congressman
who never saw Alaska and who will
never live under the laws of the Terri
tory prevented the amendment of a
local tax law?local in its nature not
withstanding that it was levied by an
alien authority.
The people of Alaska must settle
this self-government question in the
coming election. They owe that much
to themselves: they owe It to their
children and the future of Alaska, and
they owe it to American institutions.

The location notices of tbe Cross
Bay and Expector lode claims were re
corded on the 15th day of June. 1894.
