Flood, Fire and Shipwreck. From nil parts of the world we continue to receive tidings of destruction of life and property by flood, lire and shipwreck. In China, the storms and Hood, of which we have previously had some accounts, are re orted to have swept away three thousand persons. The Russian mining town of JJo tfoslovsk, in the Ural Mountains, has been burned by incendiaries; and, in addition to the great disasters in our own country al ready chronicled, we are beginning to re ceive accounts of numerous wrecks which occurred during the late gale along the Lake and Atlantic coast. At Halifax, ports on the St. Lawrence, ami on both sides of the great Lakes, the devastation has been unusually heavy. These, and the other great calamities that have overtaken us, are Jiroofs of the hopelessness of man, with all ds proud achievements in science, against the unleased elements by which he is sur rounded. A letter from Mihvaukie says that the loss of life in northern Wisconsin is more than five times greater than that of Chicago by the late fire, and the suffering of survi vors infinitely greater, from the sparsely settled condition of the country and its re moteness from populous and wealthy com munities. The loss of property there can only be computed by millions, embracing farming utensils, houses, grain, fences and lumber of every kind in every state of manufacture. A very important decision will be delivered at the present closing session of this term of the United States Supreme Court. The opinion of the Court is to be announced in a case in which is involved the question of the constitutionality of what is known as the Drake amendment. It will be remem bered that ex-Senator Drake, of Missouri, upon taking his seat as Chief Justice of the Court of Claims, drew up a bill providing that a pardon of the 1 resident did not enti tle disloyal persons to bring suits against the United States ami prosecute them in the Court of Claims. This provision was in serted in the miscellaneous appropriation bill, which passed both Houses, and was ap proved by the President July 12th, 1870. Several cases coming under this law are pending before the United States Supreme Court on an appeal from the United States Court of Claims, and the opinion which will be delivered by the Court is looked for with great interest.
