Imminent, preg nant question in national democratic affairs, now that the democrats have captured the house of representa tives. They have a year to think about it, and from the present un certainty of their minds, it is fair to say that they will nc?d the year.J Seldom has personal interest, ambi tion, desire for power and eagerness to play "good politics", precipitated so difficult a question, or made such insistent demands for its answer. Right or wrong, the , country seems to believe that the democrats are committed to the program of taking the committee appointing power away from the speaker. There are democrats who Insist, now that the verdict of the recent election was against Cannon, sot Cannonisai; but there is racking, grievous uncertainty whether the country feels that way ' Without ejeeption, democrats who come to Washington In these last! days before the opening of the con-j gresa session talk of tneir victory in the late campaign with reference to its effect on the presidential cam paign two years hence. iSotue of them most of them insist that it means that the democrats will elect the next president Others qualify their confidence with the reservation that "if they make good with the country" the democrats will elect the next president. And there are 'not wanting those who insist that if the democrats do not give definite evi dence of their capacity to produce; what the country wants, then they will meet defeat in 1912. iuj iiiiumi ue uouse 01 rep resentatives, the democrats will have the power' to initiate tariff and reve nue legislation. They cannot force it Into the statutes unless they can se ta re cooperation of a minority of re publicans in the senate. Tbe prac tical political question with demo crats, therefore, is, "How can we ac complish most of what the country demands while we are yet in control of the popular branch of the national eongreas!" . The speaker having aiready been removed from the rules com mittee, and that committee' havine been enrarged from Ave to nine mem bers, the thief remaining aspect of the problem relates to taking' from the speaker the power to name, the committees of the house. This has been widely represented, and Is ex tensively believed,' to be the basis of the real command of the speaker over legislation. The insurgent re publicans have long demanded that this power be taken from the speaker. The democrats have been understood to agree with this view. Will they, having now the opportunity to prove Lceir position, continue or, mat mind; A local newspaper, 'immediately after the November election, address ed to every democrat who bad been elected 'to the hew house, a letter asking him to answer this question "Do you intend to vote to take from the speaker the power to ap point committees? The answers show that just about half of taose who make answer decline t commit themselves, or those who answer, the large majority; declare for taking the committee power from the speaker. Summarizing the statements it ap pears that 74 of the 227 democrats elected to the next house have given expressions. Of these, 31 declare in favor of taking the committee power from the speaker, six declare dell ritely against it and 40 are aon-com- mittal. .,. . ,ti , .s . " Last afternoon "tbere wa a defend ant In the federal court bearing the combination distinguished name of Ruffln Badger.'- He was charged with selling whiskey in the vicinity of Wake Forest college. A jur trial was. waiv ed, both sides agreeing to leave the case with Judge Connor ' after the examination of witnesses. There' were two for the prosecution. One was a detective who had bought whiskey from the negro and the other seemed to hare been possibly a helper for the detective In working up oases. 'Judge Connor threw the case out of court, declaring that he has no sympathy for detective methods of getting up cases against poor negroes or white folks either in cases of this kind. Judge Connor, in the federal court has sentenced Essie Gregory, a Gran ville county woman, to' the Atlanta prison for two years' for breaking into the postofOce at 1 Stovall, . Granville county. .
