mieuoiR mum i n nt r.mmm tviiminar w 0 ee is Yuum, Arizona, September 10, TO THE PUBLIC: In has report to the board of supervisors amterdate of August 20. published in the Yuma Examiner of August 23. tho County Examiner has -an an absolutely incorrect nnxl misleading report in so far as respects the order from the Board of Trustees upon the County Superintendent in favor of Donald Mclntyre and A. II. McClure. The first warrant referred to is not for $S as his report shows, taking as evidence the minutes of the .Board of Trustees and the order from said Board of Trustees on file-with the County Saperintendent, which order is the authority for the Superintend ent's issuing said warrant; but it is for the sum of S7 in "favor of Donald Mclntyre for F. S. Allen or order,, on account of three steel cuts of the new school house furnished said district during the present school year, as per the Items indorsed thereon." The item is properly indorsed on the back of the order according to the school laws, said blank forms being furnished by the Terri tory. This is in full accordance with the school laws. As regards the "warrants in favor of Donald Mclntyre and A. H. McClure for the sum of 557.76 and $174.74" (being a sum total of 732.50), taking the original order from the Board of Trustees on tile in the Coanty Superintendent's office,, which was undoubtedly open to the inspection by the County Examiner, and he doabtless made a "thorough" inspection of ail records, the order will not bear out the report. Said order is given in fall, as T r i i. .. io you ieei an urea out ? If the County Examiner had gone into this matter in a sys tematic way he would have found ihat the ORDER; from the Board of Trustees on file with the County Superintendent,, which order is the authority for said Superintendent's issuing warrants, he would-have found the order to be in favor of A. H. McClure lor Machinery and Electrical Co-, on CONTRACT. The people of Yuma are well aware of the fact that at that time a new school building was nearing completion, and this Machinery und Elec trical. Com.pany is the firm which had the contract from, the Board of Trustees' to install the heating and ventilating apparatus. The building fund: doubtless had remaining but 557.76, from the nota-Kions-bythe County Superintendent in dividing the order and drawing the 174.74 from the school fund. The order was regu Jarly drawn, and since the Machinery and Electrical Co. had no direct representative here and was- desirous of seeuring-the money -doe them on contract, the Board directed that the bill be paid and ihewarrmnt was- drawn- in favor of A. H. McClure, acct. Machin ery a sad Electrical Company, and A. H. McClure immediately eng dorsed sitme over Uo Donald Mclntyre, clerk of the Board, who ecijred-the warrants, cash, and purchased a draft at the First National Bank ?n this city and1' remitted the same to the Machinery -and JE?eetyial Company in Los Angeles. A systematic examina tion -o? the orders on- sle w'rth the County School Superintendent woM ha-$?e convinced t&e County Examiner that Donald Mclntyre arid A. H. McClure b?.d ss beeiT delving into the moneys belong iingtoSfchoel District X. 2 brt that all these orders had been, paid out i-a a lawful maimer by the Board: of Trustees- to firms and individuals having lawM'- contracts for said: items. The abovo orders had been properly examined by Territorial Examiner Foster, who wasaa acinowredg,ed competent man, and had been, approved by him as havi ng been regularl y d rawn. The minutes of the Beard .of Supervisors dated July 1, 1909, and: signed by J. H. Shanssey, Chairman, and J. M. Polhamus, Clerk, say that, It appearing that H. P. P. Crandall the sum of Stf'O per day to examine the records from January 1, 1909, to June 30, 1909-, but as a matter of fact they were paying him to delve-hack many months prior to the time authorized by the Board of Supervisors, io try to find some "flaw" in certain transactions, and he found? what he was looking for, but was not so expert as to find the usthority rcpon which the warrants had been drawn as had beea essoined by Territorial Examiner Poster and found by him to be eorree and in compliance with the school 3a ws. . - DONALD McINTYRE. - - A.
