[ Extremely urgent that you in itiate an immediate investiga tion in Montgomery, Alabama to !.determine if the civil rights of .the Negro citizens of that com -munity are being violated in the .context of Federal statutes. Lo scal law enforcement agencies are [helping to create an atmosphere iof tyrrany and terror through .'police-state methods. The objec tive of these agencies seems to be [to prevent peaceful assembly of Negro students and other people interested in non-violent protest demonstrations against the denial or civil rights. Students are being .jcursed, harassed, beaten and ar rested either on trumped up charges or charges representing a distorted interpretation of dis orderly conduct and disobeying a [police officer. OHIO GOVERNOR ANSWERS NAACP CRITICS (Cleveland Plain Dealer) | Columbus, O. Gov. Michael V. DiSalle yesterday slapped down a protest against the use of the State Capitol grounds for a meeting by the National Asso ciation for the Advancement of Colored People. The complaint against the use of the state property for a Palm Sunday gathering to protest ra cial discrimination in Southern states was contained in a letter to the governor from a group calling itself “Advocates of De cency.” Although the letter carried a Columbus postmark, it had no return address and no individ ual’s signature. “To our utter amazement, sur prise and thorough disgust, we read . . . that you are going to permit a mob of unprincipled, undisciplined, un-American Ne groes to hold a violence promot ing meeting on the steps of the Capitol building of the great stale of Ohio Palm Sunday,” the letter said. “This meeting is for the full and express purpose of causing and promoting violence and dis regard for law in the city of Columbus, the state of Ohio and the nation.” Accused of Violating Oath The letter accused DiSalle of “violating your oath of office” ! by allowing the gathering. “Local, state and federal dis tribution” will be given the pro testing letters,” the group prom ised. Permission has been granted, and it is hoped that the right of peaceful assem bly will be obsei»ved by all citi zens, regardless of race, creed or color. % Many Meetings Allowed “It seems to me particularly fitting that this meeting be held on Palm Sunday, since it is the beginning of a week in which a great part of the world pays rec ognition to the results of intol erance, prejudice and bigotry on the part of unthinking citizens.” The NAACP received permis ! sion from the State Public Works Department for its meeting as many other groups have permits. Protests, virtually all anony mous, have been directed to lo cal radio and television stations and nespapers.
