A stranger in Skagway kicked a dog. The dog's master belted the stranger in the jaw and a policeman pried them apart and showed the way to the town jail. Strangers visiting Skagway for I the first time should join the Arctic Brotherhood. A dispute Qver the division of gold dust extracted from a claim on Gold creek, in the Cache creek district, says a Seward dispatch, led to the settle ment of the difficulty by the primitive law of a miners' meeting. The lawyers were not in it and the*decisiou was just. The Seattle Post-Intelligencer says: Grover C. Winn, ']0, better known as \ "Ki-Ram" Winn, chief rooter of the University of Washington for several years, is now justice of the peace, coro ner and several other things at Juneau. He has recently been appointed United States commissioner there. The old pioneer citizen of Haines has at last wou his rights in a decision , handed down by the appellate court. Col. Sol. Ripinsky was the victim of the lot jumpers when the boom struck Haines and was forced to sit quietly by while others appropriated the land he had bouirht and paid for.
