After all the fuss and fustian over I the public lands of Alaska, it is pretty well understood that Secretery Fisher, of the Department of the Interior,, brings from bis recent tour of the North the conviction that the import ance of the Bering river coal fields has been very much exaggerated. Simi larly the value of the Chugach forest reserve and the worth of Controller i bay as a harbor are said to have been vastly over rated,. in the judgment of the secretary. In other words, there is no immediate occasion for alarm con cerning the monopolization of lauds for which t lie present use is uncertain. The enormous fortunes that were be ing "stolen" from the "people" are chiefly visionary, the product of the dreams of popular magazines and political dust-raisers. If ^uch be the case, it should appear that Alaska requires no special govern j meut dispensation to handicap the normal- operation of economic and business laws; under the old land . regulations by which the western states have been developed, Aluska will not blossom forth iuto a "pinto cratic" civilization without all the travail and struggle that have accom plished similar ends in other new regions. Rh formers have been imagin ing industrial miracles in Alaska that cannot be. In order to produce even a normal growth of the country, to which those now situated in the North are fairly eutitled., the same liberal policy toward settlers that has pre- j vailed elsewhere in the public laud states should be permitted to provail in Alaska. Why not? The Bering Kiver coal fields are not so advantageously situated, if .the latest evidence is considered, as to hope to compete very soon with, the supplies of fuel oil forthcoming from California, .The Copper River railway and the Bouauza mines will use fuel oil. If, to follow the suggestion of a United States senator, the War De partment wore to take up the mining' of Alaska coal, exclude ail private en terprise from : he coal lands and sell the product to all comers at prices which allow for a small profit on the government invest men : , it is likely that a government scandal would re sult from the inability of the adminis trators to meet tho conditions. For a hundred years there has not been in the civilized world a more con spicuous case of colonial misgovern raent than is ' presented by the treat ment of t lie colony of Alaska by the United States, said Falcon Joslin in an address in Seattle, The United States is no louger able to boast that it is in all parts free and equal; it possesses colonies. Some of these colonies are peopled with aliens,, and the United States rules them against their will. Alaska is the only one true sense of the word peopled by immigration, from the land; yet the alien colonies are allowed some local self government, while Alaska, peopled by Americans, is de nied the right. The wrong would be less glaring were it not for the gross mismanagement of the colony of Alaska, a condition that is now recog nized by our legislators. The leaders in Congress hold out the hope that home rule will be granted during the next session. Let tas hope that it will be homo rule in fact as well as in name. For the same reason that Alaska has been so wretchedly mismanaged ? be cause she is so far away from the seat of government ? she demands a greater degree of independence than auy ter ritory of the United States ever en joyed, aud will not. be fooled with a mere empty shell of power.?
