The Douglas Island News Bn tared at Douglas Post-office as Second Clatrn Mall Mattar. TERMS:? la Advanca. Ona Year - ? M.00 Six Months - Three Months 81 uffle Copies - PUBLISHED EVERY WEDNESDAY CHARLES A. HOPP . Editor and Proprietor. Wednesday, November 26. 1913 ?u 10 Witbftbi* ie*u? the Doughs island. News start* oat on tbe sixteenth year of its career. Many change? have come with tbe years, changes for the better. Alaska has been granted a measure of self-government, and her great re sources have been brought before the people of tbe world in au intelligent manner, so that there is reason to ex- ; pect that congress will pass such acts as are uecessary for the opening up of tbe countiy. This immediate seotion has waited through the long years, while the placer diggings of tbe great Dorth bad their day, and until the worth *of our gold-bearing ledges has been recoguized; our own town has grown and grown, its people are happy aud prosperous. The News during all tbe years of its existence has followed a persistent course, looking to the good of tbe countiy. lis mistakes have br ought censure, but our meal tub has never been empty, so that we have reason today to thank God for , our frieuds. Industrial Plants in Alaska The following editorial, copied from tbe Juueau Daily Empire, is especially worthy of consideration: if a rational plan be devised for the use of tbe natural resources of Alaska the territoiy will soon enter into an j era of unparalleled development. Tbe Empire ha* knowledge of a reputable financial concern which is willing to invest $*2,000,000 in a hydro electric plant Tor the manufacture of wood pulp and electro chemical products. These men know where they cau get their water power, their manufacturing site, aud tbe timber for pulp, and the other natural resources that woold be utilized. They also have a plan for tree cultuie or reforestation of the lauds from which the timber needed in tbe manufacture of pulp is cut, so that a permaueut supply would be as sured. But under tbe law no fixed title can be obtained for a trade and manufacturing site; and no one is go ing to invest a large amount of money in this way unless be be assured a permanency of occupation for a rea sonable time. Concessions of timber for pulp manufacture can be bad for a period of years. Unquestionably the law should be amended so as to permit title to be acquired to lands used for trading and manufacturing purposes, and liberal regulations t>hou)d be made with re gard to the leasing of timber lands. Much timber in the forests of Alaska is going to waste yearly. This should be utilized aud the forest conserved at one aud the same time. Old Father Duncan, the "Apostle of Alaska," who for half a century has ruled supreme among the Tsimpseau or Metlakahtla Indians, converting them from heatheus to Christians, raised them from from barbarians to a civilized people,, built them the larg est church in Alaska;, taught them trades aud gave them a saw mill and a oauneiy that they might successfully compete with the white man, is uo longer wanted by his "children" says the editor of the Peters burgProgressive. Oblivious of the growth of the Tsimp seaus since 1887 when he migrated from British Columbia with them to Annette Island grauted to him for the purpose of founding the colony of Metlakahtla, Farther Duncan, now eighty-three years old, still treats his charges, some of them fifty and sixty years old, as what he teims uhoddJehoys, neither men nor boys," and is jealous of his power and suspicious of any outside interference. Such is the charge against him ? that be is behind the ^imea.. - Ad exchange announces that Presi dent Wilson has ruled that all deputy United States marshals must have a "clean bill of health." Does this mean to insinuate that in the past some have j not? Eighteen thousand tons of coal to be used annually by the Alaska Gastineau Mining company from the Port Graham coal mines, has been contracted for by the oompany according to President Whorf, of the compauy, who is now in Seattle. Whorf declares coal vessels of large tonnage will be operated from Port Graham to Juneao and that the contract is only preliminary to others until every port in Southeastern Alas ka will be consumers of Alaska ooal. j Ue says shipments will start next Feb ruary.? - Juneau Dispatch. After all these years the postofflce department in this part of Alaska has discovered that papers containing notices of lotteries and raffles are not mailable. A rather strained' construc tion of the law a few days ago excluded one issue of a Juneau daily from the mail, because it contained a notice of a Christmas drawing. In the past nil kinds of lottery schemes have slipped tbioagh unnoticed The papers in this part of the country hav?? no desire to violate thd law and from uow on such notices will be scarce.
