Phii.ielphi, Aug. 13. In order to
promote harmony in the proceedinps of
the Convention, Fernando Wood decided
not to appear as a delegate.
Vallnndigbatn decliues positively to
withdraw from the Convention.
Henry Clay, Democrat, of Iowa, has
written a letter declining to serve at a
delegate.
Among the arrivals to-night, was
Dean Richmond.
It is supposed that Senator Hendricks
f Indiana wilt be temporary Chairman
if the Convention.
Winthrop, of Massachusetts, and Gen.
Dix, are spoken of in connection with
he permanent Presidency.
Chici, Aug. 14. The Philadelphia
pecial correspondents of the morning
papers say tna' trie attendance to uie
Convention will be very full and the
proceedings harmonious, although Val
andighain give them trouble by bis
obstinacy.
V.illat.digham was called a Black
Republican emissary at the Uirard
House, Sunday evening, and he knock
ed the man down.
The Keutuc kj delegation unanimous
ly resolved to support Vallandigham
and to leave the Convention if he was
deluded therefrom.
There will be nothing of importance
done before Wednesday, the wigwam
net being yet finished.
George Ashman will, most probably
be selected as the President of the Coo
vention.
Dean Richmond and Thurlow Weed
are actively arranging preliminaries

tional Guard's Hall, on Monday even

gomerv Blair and Governor Orr.

take nightly possession of vacant buildings

were known to have been frequented at night
by the most miserable wretches this side of
their h ippy hunting grounds. On the
night of the recent fire several Indians were
observed skulking on the back streets.
They are in the habit of entering; nnoecu
pied buildings which they strip of their lin
ing, leavii.s the d.mrs covered with paper
and there they strike a liht, smoke, gamble
and sleep. A night watchman is not
ubiquitiiu-, if the Indians do appear to be,
and it is utterly impossible for one man
under the existing condition of affaire, to
protect all the iinnei-tipit'd, unlocked, tinfast
ened, slianiffilly neglected premise in town.
Boards should bs nailed across the door
and windows of houses abandoned, by their
owners or otherwise properly protected or
watched. The safety of the tonn demands
it- In fact the Indians should not be per
mitted to remain in the town at ni.nht.
Oiless people who own this description of
property pay more attention to it, the citizens
