We tinted at a matter which has
rluimed our attention for some time
past, th other tiny, in or.r semi annual
addrea?. Vt'c mean the public school
question. The Misses Clnpp and Euri
cuck keep an excellent private school,
and we are glad to see that thej are en
joying a sufficient decree of prosperity
to enable them to make some needful
repairs upon their Seminary betiding.
3'r. Lawlor kept a pood school, we be
lieve, while his Institute was in exist
ence ; and we have no doubt that Lieut,
limns and bis assistants are proving
themselves fully competent to perform
the requisite duties at the Public School.
Bat while private enterprise is sus
taining and improving the Sierra Sem
inary, and while the teachers of the
town school are ail that could be de
sired, tbe accommodations for public
scholarj are meanly and lamsntslily de
ficient. Ins:ead of having tbe most
rommodious and test arranged public
school house in the State, as we eu-ht
19 have, the children who see free
tuition are compelled to scramble fur it.
as it wete, in a crowd, so limited end
insufficient are the dimensions nnd ar
rangements of the old stone structure.
The very larpst and most liberally ar
ringed school house in the State oucbt
to b here, instead. Such an in-tim-l
ion, as we believe, would prove,
pecuniarily, the very best investment
that cor.Id be made. There are hun
dreds of families living in San Fran
cesco whose main reason for residing
there is because of the superior educa
tional advantages which that city affords
their children. Excellent schools bate
kept cp the importance of Itenicia and
compensated its property owners for the
removal thence of tbe State Capitol.
We have bad our terni-occ.ision-il
growl over this matter, pretty much in
tliis strain, ever since the Api'Ial was
etarted and the " influence of the
press" is beautifully exhibited by the
result tbe public school has only fallen
little short of holding its own ! Dur
ing all this time, we have proposed
some remedial plans of our own, and
bve given all others that gave any
signs of eucces., our support and en
couragement. We have ecolJed and
pleaded and tried to be pathetic, all in
vain; the tax-payers have said " no "
to every proposition that amounted to
anything ; and the non tax pijing
children who are most interested in the
matter didn't Vote at ail ; and the swarm

until, at ri'iess time, the old stone
chebaag looks Iik; a gref.t, cgly, over
grown beehive.
Njir we believe that toe case is not
altogether hopeless yet. In a place
where it hag provea so easy to raise the
means, by voluntary contribution, to
build three churches which must kave
cost, ii the aggregate, not less than fif
teen or tweaty thonsand dollars, there

increase the school fund without levy
ing an additional property tav. Sup-

'were so swollen that he abandoned the at-
tempt. The excitement over Weston's walk

A Tribune special says Senator Sherman
intends to introduce a bill converting the
maturing debt into a long consolidate I loan,
of not less than thirty years, at six per cent,
with one per cent. tax. equivalent to a five
per cent. loan.

German Parliament was opened to-dav bv
the King of Trussia, who congratulated the
members in general, and gave a cordial wel
come to those provinces now for the first
time represented. The conflict with the two
States of Sutith Germany now allied against
Prussia was no longer to be feared. In set
tling the future relations of the Sou'h Ger
man States with the Confederation, Prussia
would studiously endeavor to reconcile the
views of their Catholic sut jects with the in
ternal and international interests of the
Fatherland, lie con luded his speech with
a declaration of the peace of Iv.irope.
Pakis, November 15. Tiazaine has suc
ceeded to the command of the Third Army
Corps, with his headquarters at Nancy.
Man-ouster, November 15. The pris
oners convicted of murder will be executed
on the 23i in this city.
Paris, November 10. Late dispatches
from Athens say that since the failure of the
Tureo-Cretan missijn hostilities have been
resumed in Candia.
Ia:.chestek, November 13. It is thought
that the sentences of most of the Fenians
recently convicted by special commission
will be commuted to hard labor for a term of
years. Alien, whose otlense was the worst,
will probably be executed November 23.

the Roman question seems to be attended
with dillicuities. The Pope objects tu any
conference whatever. The several Powers
wbich have been invited to participate are

It is now said that the United States is to

Havana special contains l.ter advices of the
late tempest in Forto Rico. It was more
severe than the terrible gales which have
visited the Island previously. Thirty-ume
thousand houses were laid in ruins and three
thousand severely damaged. Some entire
streets were demolished. Tnere is no news
fron the interior. Every living creature,
man and animal, on the Island of Tortula
perished.

night caused the loss of property to the
mount of $100,093.

Georgia from Vera Cruz, October 12, brings
several gentlemen on business connected
with financial negotiations for the Republics
of Mexico and Bolivia.

mence last week, as was expected.
The gloomy weather occasioned a post
poneuienl. Yesterday, though, they
began, and an immense crowd of peo
ple, chiefly of the better class of our

proceedings. The lending attraction of

employed in the stable of Mr. Jerome,
an 1, had beirged permission to ride in
the race. Mr. Jerome esteemed him
much, and, like a generous man, mnde
the widow a present on the spot, of a
house and lot worth ten thousand dol
lars. A subscription was also taken
np on the race course, and the owner
of the lucky horse decided to sell him
and give the proceeds to the widow.
Altogether the poor woman will have
about eighteen thousand dollars to con
sole her in her bereavement. Of course
there are not people wanting to add
that she ouabt to remirry and lose an
other busbtnd ia this manner, since
the m-:aucboly event has proved so

Srr-PosKD Sharp Practici. Several
weeks ago Secretary McCullocb received
from an anonymous scource a package
postmarked Crbana, Ohio, containing
19,000', the larger portion of which
was in 1 30 bonds. The money was
placed to the credit of the conscience
fund. Recently a letter was received
from a t.ian in Wisconsin, claiming tbe
money to he converted into other se
curities, such as tbe President might
thick proper to send, and gave as his
reason for forwarding no signature to
his communication, that he was very
sick at tbe time and notable to write.
Tue officers of the Treasury are of the
opinion that the letter is from some
party who saw the publication that
$19,000 had been received and thinks
be can claim the same.

Crown Princess, instead of waiting for

respondent, evidently desirous of hav
