THE PLOT THICKENS,
Tbe reinstatement, in the War Office,
of tbe Hon. Edwin M. Stanton bids fair
to bring matters to a climax in Wash
ington. King Andrew is reported as
having made op bis mind to direct tbe
affairs of tbe army with bis own hand,
jest as if there were no euch a thing as
tbe War Department ; and, following
tbe footsteps of bis illustrious master,
Secretary of tbe Treasury McCuIloch is
said to hare promulgated an order
among his subordinates, instituting a
positive and profound ignorance of tbe
existence of such a character as " Sec
retary" Stanton. We suppose that if,
by an extension of this remarkable state
of affairs, the President were to remove
ail entire Cabinet in violation of tbe
Tenure of OSes Act, and they should
be all reinstated by Congress, Mr. John
son would undertake to run the whole
government machine himself, and direct
the business of the State, Navy,
Treasury, Postoffice, Attorney General's
and Interior Departments after the dic
tates of hit sovereign pleasure. Why
not? If be can dispense with the ser
vices of the Secretary of War just
when and bow be pleases, wby might
be not adopt a similar course of action
with regard to tbe other Ministerial de
partments ? To be sure, the President
is, under the Constitution, the Commander-in-Chief
of the Army and Navy
and, to a certain extent, has the direc
tion and control of them ; but that
position carries with it no right to per
form an illegal act, such as his reported
contemplated action toward Stanton
would be. A perversion of powers is
as much a " high crime and misdemean
or " as anything that can be conceived
of.
When an officer violates the Rules
and Articles of War, he is amenable to
a Court Martial. Those Eules and
Articles enacted by Congress specify
the channels through which tbe busi
ness of tbe army is to be transacted.
Certain descriptions of business are
directed to be done by communication
with the Secretary of War. This can
not be evaded, excepting through a dis
regard of law. If the President, acting
as Commander-in-Chief of the Army,
directs his subordinates to violate tbe
law, they may, by observing the re
qairements of strict military discipline,
do as be directs, and find palliation for
to doing by throwing the responsibility
upon bits, their superior officer. When
Porter's Corps failed to obey Pope's
order to move upon the enemy, no sub
ordinate officer, or man, was respon
sible for the act, but their commandei
vai responsible ; and being so held, was
tried for tbe offence and cashiered the
service. It strikes us that when even the
constitutional bead of tbe army deli
berately violates tbe Rules and Articles
of War, he may be punished not by a
Court Martial but by the Senate of tbe
United States, silting as a high Court of
Impeachment.
The War Department is maintained as
a part of the machinery of the Govern
ment. It cannot be ignored without
serious detriment to tbe service and
the country. Our foreign affairs are
conducted through tbe State Depart
ment ; our financial operations through
the Treasury ; and so on ; yet, if the
Executive can, by virtue of bis office,
set aside, at will, the operations of any
one of these Departments, wby may be
not, we repeat, treat them all with like
contempt, and bring the Government to
a stand still, or reduce it to a state of
Chaos ?
Truly this Government is being sub
mitted to unprecedented and unlooked
fur trials. Let us hope that its struc
ture will prove strong and substantial
enough to withstand the shocks which
they will cause. Beset on many sides
by the machinations of evil minded
men, ttj Government of and for the
people is us rudely and dangerously as
sailed now as at any time during the
great war of the Rebellion. The Ke
public's enemies, industrious in their
search for its weak and vulnerable
points, have sought and are still seeking
it overthrow. The strain of resistence
to these malicious endeavours is a ter
rible and trying one. Tbe possible con
sequences are awful to contemplate
bnt with tbe Right to guide them, an
the courage and firmness to act in ac
cordance with their guidance, the Re
presentatives of tbe people may and can
so shape and direct tbe affairs of th
Nation as to avert the dire calamities
which so madly threaten to work demo
lition and ruin to our dearest rights an
most cherished public interests.

From the Virginia Enterprise of yesterday
Chicago, January 16. Washington spe
cials say that McCuIloch has forbidden the
heads of the Bureau of the Treasury De
partment to recognize Stanton as Secretary
of War until his status in that department is
settled.
It is said similar orders have been issued in
the other Executive Departments.
It is also said that the President intends
to issue a proclamation forb'dding officers of
the army to hold any communication with
Stanton as Secretary of War, and not obey
the orders he may issue.
Impeachment is strongly talked of in the
House should Johnson refuse to recognize
Stanton. Congress never manifested such a
settled determination to stand squarely to the
position assumed.
The Senate last night passed the anti-con
traction resolutions.
New YoiiK, January 16. Specials reiter
ate the statements that the President says
Grant promised to notify him before leaving
the War Office. One correspondent says
Grant admitted this in the presence of Gen
eral Sherman.
McClernand will be appointed Minister to
Mexico.
Washington, January 16. Letters from
Tullaboma, Tenn., say that revenue officers,
in attempting to seize an illicit distillery,
were attacked and shot and other outrages
perpetrated.

Havana, January 16. Padre Fisher has
arrived clandestinely from Mexico and is
going to Austria, where he will publish im
portant documents relative to the history of
the Mexican Empire, including the corres
pondence between Napoleon and Maximilian

Paris, January 15. The Patrie says the
Governments of France and Prussia have
agreed together on the Roman question, so
far as to restore the relations between the
King of Italy and the States of the Church,
which are to act as States. The Patrie hopes
Italy will not oppose any obstacles to the ac
complishment of this purpose.
The appearance of a pamphlet which is
being prepared by Prince Napoleon on the
foreign relations and domestic affairs of
France is eagerly awaited by the public.
Vienna, January Id. The Emperor and
other members of the Imperial family have
gone to Trieste to receive the remains Of
Maximilian.
Lisbon, January 15. The King has dis
solved the Lower Chamber of the Cortez, and
issued orders for an election for a new Cham
ber, which has been called to meet at the end
of April.
A shoeshop has just been started in Dan"
bury (Conn.) by a deaf and dumb man, and
all his workmen are also deaf and dumb.

In future years, when that institution shall
have become rich and famous, the historian
in alluding to its origin, will probably say
that it was dumbfounded. A change for the
bet ter in the proprietors' financial condition,
will illustrate mute ability in human affairs.
Bex. Bunker, of Kendall's Mills, Maine
had a felon on his fineer. It was very pain-
ful, and he asked a friend what he should do

He did put on a lot of gunpowder, and bound
a rae around it, and went to bed ; eot up in
the morning and went to build a fire ; the
rag caught fire and the powder pxploded
burning the finger to the bone. He says it
cured the felon, and don't charge anything
for the recipe. hx.
A good many felons have been disposed of
in the same way during the past six years.
Jeff. Davis. Hooker and Anderson,
counsel of the State of Mississippi to defend
Jefferson Davis, have returned from Rich
mond. They report his neaitti mucn im
proved since his release from Fortress Mon
roe. Ex.
That is to say " my poor old mother is
as well as could be expected after her con
finement.
Fedestrianism Extraordinary. A
new pedestrian feat is proposed by one Ser
geant George H. Batos, late of the First
Wisconsin Artillery, who agrees to walk
from Yicksburg, Mississippi, to Washingtcn(
D. C, through the South, displaying on his
whole route the stars and stripes. He agrees
to go alone, unarmed, and without a cent in
his pocket, and is to receive one dollar a day
from the person with whom he makes the
wager. He will start alter tne nrst oi Janu
ary, and expects to arrive in Washington on
or before the 4th of July. He has faith that
the flag will be respected, the wager turning
upon this point quite as much as upon his
powers as a pedestrian.
SAW FRANCISCO DISPATCH
From the Virginia Enterprise of yesterday.
San Francisco, January 16. The trial
of Captain Winsdor of the ship Intrepid is
still on the testimony for the prosecution.
Thus far it is very strong. As Captain
Winsdor left the Court this morning he
was hissed and groaned at by a mob of sail
ors and others.
John Henry has obtained a judgement for
$5,000 against Silas Wilcox for slander.
H. Frederick of Stockton filed a petition
in bankruptcy to-day. Liabilities, 83,833,
for money borrowed and goods purchased ;
assets, three lots in Stockton claimed as a
homestead, live stock valued at $245, and
household property worth $260.
The following are the rates of passage to
New York by the steamer Sacramento which
sails Saturday : First cabin, outsid', $151 50;
inside rooms, $76 ; second cabin, $40 50 ;
steerage $25. By the opposition steamer
Oregonian, which sails for Panama on the
2oth inst., the first cabin fares to New York
have been fixed at $90 and $70.
The London and San Francisco Bank sue
Erwin Davis to recover $ 46,219, on a prom
issory note.
The Mechanics' State Council met last
evening. Letters were read from Hon. John
Conness and Hon. S. B. Axtell, sledging
themselves to favor a national eight-hour
law. The Council adjourned until Wednes
day.
Chas.W. Crocker, of the Morning Call,
leaves on Sunday for China and Japan, where
he will act as resident correspondent of the
New York Herald and some of the San
Francisco papers.
Mr. Robitscheck of the Eisner tradegy has
waived an examination in the Police Court
and let the matter go directly to the Grand
Jury.
This morning a one-story frame dwell
with its contents was destroyed by fire on
the corner of Turk and Larkin streets. Loss
about $800.
Mining stocks are generally weaker to-day
with the exception of Hale & Norcross
which has advanced $100.

A Horrible Murder Suspected. Mr.
and Mrs. Brown, who are suspected of mur
dering a little giri claimed to be their daugh
ter, at Canaan, N. Y., for the purpose of get
ting the insurance on her life, have reached
Hartford under arrest. When lodged in sep
arate cells, the man called out to his wife to
keep her tongue to herself. He was taken to
another prison, however, and she made some
disclosures which are not made public. The
Times says : It niav be stated, however, that
there are certain circumstances which lead
strongly to the belief that the child was
stolen from the depot in Toledo, Ohio; that
brown and the woman took her to Canaan
eot her life insured, and then at a conven
ient time, beat her brains out, and thrust
her into a pantry in which a tare was kindled
with the intention of burning down the house
and thus covering up the terrible crime of
murder. If this view ot the case shall be
demonstrated to be true, it will reveal a case
of depravity seldom met with in criminal
annals.
At the dinner table of a Trenton hotel re"
cently sat a member of the New Jersey Leg-
islature from one of the back towns, who
had perhaps never taken dinner at a hotel
before in his life. Before him was a dish of
peppers, and he kept looking at them. Fi
nally, as the waiters were slow about bring

soused one into his mouth. As he brought
down his grinders upon it, the tears came
into his eyes. At last, spitting the pepper
into his hand, he laid it down by the side of
his plate, and with a voice that set the whole
table in a roar, exclaimed, " J ust lie there
and cool !
Freecmen'b Affairs is Louisiana.
The Assistant Commissioner for Louisiana
reports to the Freedmen's Bureau the num
ber of laborers of all classes, male and fe
male, in that State, at two hundred and
ninety-four thousand, and of the aged and
helpless of both sexes, one hundred and
ninety-six thousand.
