The second session of the Parliament of the North Ger man Confederation commenced to-day King vv llliam opened the session in person with a speech from the throne. He promised that his Government would introduce sev eral new measures to strengthen the union at home and abroad. He referred to tile various treaties which have been made with foreign powers, and particulnriy alluded to the im portant one just concluded with the United States, which, lie said, was designed to define and regulate nationality nnel consequent na tional obligations of emigrants from Ger many and America.
