Experience 1ms demonstrated the wisdom of our national system of finance. The Shy locks of Europe look with amazement upon our stupendous military operations, which have been conducted thus far withnt a dollar of their aid. We have manipulated armies, the like of which the world has never seen j we have created a naval armament, the orig inality and magnitude of which have set Johnny Hull and the moustachcd freebooter over the way, to scratching their pates ; and wc have done this all within ourselves. A national banking system, such as has grown out of the necessities of the Govern ment, will be the strongest possible bond for our future unity. It will give us a safe, con venient and uniform currency, that Califor nia, even, and the other States upon this coast, will eventually adopt, thereby giving to the .States of the Cttion a oneness of finan cial purpose that will work out the happiest i results. An exclusively metallic currency is | out of the question. In over thirty of the j States paper money is an absolute necessity, j Individual or even State banking associations j are sources of dire monetary evils. \Ve rc- : quire a currency that shall be national, and I such wc now have. This most desirable end ! will overbalance many of the evils of seces sion, and will prove one of the most efficient means of harmonizing the rebellious ele ments, and reconciling the Southern States to their subjugated condition as equal mem bers of tne great National Confederacy. Every man who owns a Government ' "promise to pay" to the amount of one dollar, has just so much pecuniary interest in maintaining the integrity aud credit of the Government. We per ceive from the Kastern dispatches that Mr. Arnold, of the House*, jjave notice of a bill to prohibit slavery forever in the territory included in the President's Emancipation Proclamation, Now, we believe that there i.s already a law on the statute book which covers the entire ground, as we attempted to demonstrate in an article something over two months since. That the Emancipa tion Proclamation gave freedom, or at least entitled every slave in the prescribed territory to it, but did not interfere with the institution ; in other words did not in any manner preclude the holding of slaves after the restoration of peace, bnt that the law of Congress, passed June 19th, 18fi2, prohibiting slavery in all the Territories of the United States, operated as effectual ly it this district as in any other Territo ry. If this view is correct, any additional legislation would seem to be unnecessary; but, as it is always safe, when killing a serpent, to give the head two or three ad ditional stamps after you think the reptile dead, we are d cidedly in favor of the crushing and direct blows proposed by Mr. Arnold. Moke Lynching at Los Angeles. ? Manuel Ceredel was taken, on Thursday last, (10th) from the hands of the Sheriff on board the steamboat Cricket, en route for San Quentiu, and hung at the yard arm, by the Vigilance Committee of that city. After hanging twenty minutes the body was cut down, some rocks tied to the feet, and the body thrown overboard. Ceredel was sentenced by the la-t Court for ten years; for attempting to kill Mar shal Tratford, and, by his own confession, was one of the five who murdered John Kains some months since, namely Juanita Shol (killed at Fircbaugh's Ferry), Proco pic (now in San Leandro jail), and two others, now at large.
