' Why should February have only twenty eight days, while all the rest have thirty and thirty-one? In order to explain this, the reader moat go back with the writer a long, long time, even into the reign of the first king of Rome, Romulus. He divided the year into ten months, supposing that it con sisted of only three hundred and four daya. He made December, as its name signifies, the tenth and laat month of the year. When Numi succeeded Romulus, he resolved to add fifty-one days to the year, that it might conform more exactly to the supposed movements of the sun. Fifty-one day* added to three hundred and four, would give a year of three hundred and fifty-five daya. In in creasing the length of the year by fifty-one days, a difficulty arose, inasmuch as they could not divide this number into two equal months, as they would be two short for the other months ; nor could they leave the fifty one days intact as one month, as there would still be a great inequality between its length and that of the other months. It was there fore decided to take a day from six of the original months having thirty days ; for the first four Romulian months had each thirty one days, and the remaining six had thirty days. By this means they obtained fifty seven days, which they divided into two months, naming them February and Janun it. They assigned twenty-nine days to January and twenty-eight to. February ; and now arises the question, why did they give the lesser number to February and not to January ? The reason is curious. Abont the time that February would occur, it was customary to hold a solemn festival in com memoration of the dead, and an Italian genius called Februs presided over it. Odd numbers were by the ancients considered lucky, even ones the reverse ; and as they could not divide fifty-seven into two equal months of whole days, they determined to give the even, and therefore unlucky, num ber to the month in which the rite's of the dead took place ; they called this month after Februs,, the god of death. Thus poor Feb ruary was a gloomy month from its birth, and therefore was destined to be the unfor tunate one in which all future changes would fall. When Februaiy was first intro duced into the year, it ended it, while Janua ry was made to* begin it. This was, however, afterward changed, and instead of ending the year, February became the second month of the year, as it now stands; thus throwing the last four months of the year in to a different order than their names imply, since September, meaning the seventh, is now actually the ninth month, and so on with the remaining three. Numa had now a year consisting of twelve months, but this still being too short, and therefore not in ac cordance with the seasons, it was resolved to *dd yet another month to every second year. This month was named Mercedonius, and every alternate year had twenty-two and twenty-three days; and strangely enough, poor February was rent in twain and Merce donius was introduced into its dismembered parts ; thus, every second year r eoruory s course was stopt, and Mercedonius was squeezed in between the twenty -third and twenty-fourth day of the unhappy February, which was however allowed to run its num ber of days aider Merccdonius was concludcd. The next important change in time eman ated from Cx'sar, who knew that the true length of a year was a period of 3Ga{ day*. What was to be done with this fraction was the troublesome question. It is apparent that fourths of days were most awkward. Cxsar, assuming that each one of these fractions was equal to the quarter of a day, decided to subtract it from every year during n period of three years, and to add these three quarters to the fraction of the fourth year, which would make this fourth year one day longer than each of the preceding three. This admirable arrangement has ever since been known as Leap Year, so named because it is supposed to jump over a day, which it does not ? on the contrary, it gains ouc. Cesar, more liberal toward February than his predecessors had been, declared that February should have twenty-nine days for common vears and moreover apportioned to it the additional day which occurred every fourth year, thus giving it thirty days for Leap Years. Caesar died just one year after he decreed these changes, and his death was unfortunate for poor February, which was doomed to be robbed at once. The primarv name of the month Quintilis had been al- ; tcred to that of Caesar's, Julius, and had thirty-one days in it. His successor, , Augustus, intent on a like honor being done him, changed the name of Scxtilis to his | own (whence our names July and August) and insisted that it should not have less days in it than Caesar's had. A day was there- , fore substractcd from February (of course) and assigned to August, leaving the former I month only twenty-eight for common and 1 twenty-nine for Leap Years. It is incoin- ! prchcnsible that so simple an arrangement j as Caesar's should have been misunderstood ; it is nevertheless true that for thirty-six ! years after his death, Leap Year took place ' every third instead of every fourth year, so ] that these thirty-six rears' had in all three days more than was due them. .When the error was discovered, it was resolved to right j it bv omitting the fractional dap for the fol- 1 lowing twelve years, after which period poor February was restored to its rights, and, ever i since, Leap Year has been observed in the , manner intended by the Julian Calendar, with two exceptions. The years 1700 and j 1800, which would have been Leap by the j Julian Calendar, were common, according ? to the decree of Pope Gregory XIII, who in , 1582 reformed the Julian Calendar ; the year j 1900 will be a common instead of a Leap Year. The Julian year lost one day in every 1 one hundred and twenty-nine years ; th? ( Gregorian Calendar is not entirely according to astronomical phenomena, nevertheless we shall only lose one day during the long period of 3969 years, counting from the date of J the reform ? thus this day will not be lost imtil 6-5-51. We must leave it to the refor- ' tners of that distant epoch to make it up in ' some way, hoping meanwhile that poor ! Hints fou Mabkeed People. ? We find, in the London Journal, under this caption, the succeeding brief but excellent lecturc adapted to the feelings of many husbands and wires. It has been well said a married couple should study each other's weak points, for the same reason that skaters look out for air-holes in the ice ? in order to keep clear of them. Unfortunately, how ever, taey often use their knowledge of such tender spots for a very different purpose ; sparine no pains to give them a rub on ever* possible occasion. Hence domextic difficul ties innumerable. Women have immense power over the men-creatures, and they know it; but alas: they do not always exer cise their in6uence wisely. The last word is an " infernal machine," and married folks should no more struggle for it than for a hundred pouud shell with the fuse lighted. A new mode of transferring engravings and maps to a portfolio, is to sponge good thick paper with the purest kerosine oil, and applying it while transparent to the engrav ing, to pencil or iuk in the outlines. On laving it aside for a few days, all trace of the oil evaporates, leaving the paper as white aa vt first ; then fill in the shading or coloring at leisure. Bv hanging the prepared sheet near the fire, reduces the time required for drying to an hour or two.
