Notice must be published ten consecu tive weeks in weekly newspaper*, and in daily newspapers sixty day* muit elapse between the ttrst and the last insertion*. Where the Register designates the daily issue of a newspaper for publication of notice* of a mining application for patent, il is not a compliance with law to change to the weekly edition of the same paper without aulhoiily o( the Itegiiter. Advene claimants mutt file a separate and distinct claim agsinsteachappllcation which it is alleged conflict* with tue prem ises owned by such adverso claimant. The papers in an adverse claim once filed cannot be withdrawn, but become a part of the record. When an adverse claim haa been filed It cannot be aineuded to a* to embrace a larger portion of the premiers than that described in the original advene claim. An adverse claim must be made out in proper form and filed in the proper local office during the period of publication of the application for the patent to be effective. It is the duty of the advena claimant to commence *uil in proper form within the required time, and if he trusts the uncer tain medium of the United Btatee mail, be must abide the consequence*, should the delay ensuo through misfortune or acci dent. Should the .failure to commenco suit bo the result of the corrupt or dishon est action of his attorney, the Interior De partment cannot redres* the wrong. An advene claimant should *ot forth iu detail tho (act* upon which he base* his adverse claim. A statement in general terms, embodying conclusions of law, without ststiug the facts specially, will not bo considered in evideuoe. An adverso claimant should show a com pliance with the local law* in recording his claim and iu regard to expenditures, and shall file a copy of the original notice of his location, aud show the nature or extent of the coudict alleged. The water worka and overytblng con nected with thrm are in the very be*t of order. Tbe Chief Engineer of the Fire Department haa been very vigilant In look ing after tbe bydranta and main*, and ktepiug them in good condition. Tho street* have been wall attended to and kept in good order. The officers of tbe town bav* been faith ful and energetic in tbo discbarge of th*ir dntie*. The police bav* been vigilant in guarding the interest* of tbe town and keeping away auspicion* character* who arealway* watching for opportonitlaa to practice their nefariou* busiura*. Tbe Fire Department are deserving of mnch praise for tbe ableaud efficient man ner in which tbev bavo acquitted them •elves on all occasion* when their **rvlce* were required. I trait tbe people of Oold Hill will coutinne to bav* their lntereata guarded in tbo future by aa an efficient body of firemen a* tboae who have guarded them in the paat. In conclusion, I would say that oar duties u a Hoard of Town Trustees will iooo b* at an end. Tbo people of Oold Hill are aoon to bav* a chang* of govern ment, the laat Legislature disincorporating tbe town and paaaing the Consolidation bill, by wbicb the city of Virginia and tbo town of Qold 11111 bar* been consoli dated witb tbo county of Storey in on* government. It was tbe opiuira of tbo** advocating the measure tbat tbe interest* of all concerned would b* furthered by baring one government instead of tbre*. A* it is but an experiment, it rsmalos to be seen wbat advantages, if any, will b* gained to tb* business portion of tbe town by tbe cbang*. It will, in my estimation, b* found nece*sary by tbe incoming ad ministration to ezercis* tb* greatest dis cration in tb* management of affairs for tbe coming year. The revenue from taxable property will b* very much leu tban wbat it was last year, and is likely to continue decreasing nnless some developments In tb* mine* would give a new asp*ct to affairs. I sincerely thank tb* m*mb*rs of tb* Board for tb* very able manner in wbleb they have assisted m* in th* management of town affairs. Being compelled by otb*r bnsines* to absent myself a good deal from lbs town and from tb* meetings of tb* Board, I f**l grateful for tb* indulgent spirit manifested toward me by tb* mam bars.
